AttachmentF <br />Megan Dushin, 2249 St. Stephen Street <br />354 <br />As noted in her written comments and for full disclosure, Ms. Dushin serves on the City’s Parks and <br />355 <br />Recreation Implementation Committee for Natural Resources. <br />356 <br />Ms. Dushin verbalized her prepared, written comments, and for the record, provided a bench handout of <br />357 <br />those comments, attached hereto and made a part hereof. Ms. Dushin opined that she found it odd that <br />358 <br />this was the only public hearing to discuss this proposal, however opined that it was not surprising as <br />359 <br />this had happened before. Ms. Dushin further opined that staff seemed to be facilitating this request as <br />360 <br />quickly as possible, without taking the Comprehensive Plan into consideration. Ms. Dushin encouraged <br />361 <br />Commissioners to take her comments and questions into consideration when voting tonight. Ms. Dushin <br />362 <br />also questioned how the proposed bike trails off Fairview Avenue currently being proposed by the Parks <br />363 <br />and Recreation Commission would be impacted by this development. <br />364 <br />Shirley Friberg, 2130 Fairways Lane <br />365 <br />As a resident of Roseville since 1960, Ms. Friberg questioned if the Comprehensive Plan would be <br />366 <br />addressed if the Planning Commission recommended approval. <br />367 <br />Mr. Paschke referenced tonight’s proposed actions, as two (2) steps, as detailed in the staff report; <br />368 <br />emphasizing that neither action was related to the proposed use of the site. Mr. Paschke suggested that <br />369 <br />citizen input focus on whether the plat met the requirements of City Code as it related the Preliminary <br />370 <br />Plat and boundaries, and consistency of the requested city-owned land disposition with the <br />371 <br />Comprehensive Plan. <br />372 <br />Ms. Friberg stated that she had just heard about this proposal, and questioned if the proposed Wal-Mart <br />373 <br />site was the same one considered by Costco several years ago; noting that she frequented both Costco <br />374 <br />and Sam’s Club; and questioned whether there would be additional thefts to be concerned with if one of <br />375 <br />those stores were located there, opining that they had many internal controls to monitor shoppers. <br />376 <br />However, Ms. Friberg noted the number of police reports at Rosedale Mall that she observed in the <br />377 <br />media, recognizing the size of that center and the number of stores; as well as youth in the area and bus <br />378 <br />stops. Ms. Friberg opined that one of the problems with a Wal-Mart store would be people coming from <br />379 <br />outside Roseville beyond two (2) miles, since Rosedale had people coming from Wisconsin, and even <br />380 <br />bypassing Maplewood Mall for Rosedale as a more preferred shopping destination. Ms. Friberg opined <br />381 <br />that there would be the need for increased police based on shoplifting, car vandalism, and other issues; <br />382 <br />and questioned the negative impacts to the senior residence in that area; and if they would be safe <br />383 <br />walking to Wal-Mart from their residence, given that potential negative impact. <br />384 <br />Mr. Paschke advised that there was currently no sidewalk or trail on the east side that would facilitate <br />385 <br />pedestrians from the senior residence to the proposed Wal-Mart location. <br />386 <br />Ms. Friberg referenced other communities, such as St. Louis Park and Excelsior Boulevard <br />387 <br />th <br />improvements and Edina at 50 and France; and questioned what we wanted Roseville to look like; or <br />388 <br />whether we preferred that it end up like the Richfield, Golden Valley, Brooklyn Center or Robbinsdale. <br />389 <br />Chair Boerigter asked that Ms. Friberg refocus her comments on the issue before the Commission; and <br />390 <br />suggested that the public refrain from possible misperceptions that people coming to Wal-Mart were <br />391 <br />going to be of the criminal element and elevate crime levels in Roseville. Chair Boerigter noted that <br />392 <br />there was a Target store not too far from this area that didn’t support that perception. <br />393 <br />Ms. Friberg defended her position by noting that more youth would be coming into that area and when <br />394 <br />that happened, there were more crimes. Ms. Friberg opined that Target handled their store security quite <br />395 <br />well; however, she did have a concern with a Wal-Mart located in Roseville, given the types of <br />396 <br />problems their stores frequently had, and questioned if that was what type of community we wanted. <br />397 <br />Page9of14 <br /> <br />
