AttachmentF <br />Chair Boerigter further opined that to have a perception that Roseville residents didn’t have a voice in <br />579 <br />this was quite ludicrous since the Twin Lakes Redevelopment Area had been a topic of discussion for <br />580 <br />years; and as late as last fall, the Planning Commission and City Council held numerous and substantive <br />581 <br />discussions on the Zoning Code, the Twin Lakes Regulating Map, and other issues, and the allowed uses <br />582 <br />in Twin Lakes, all of which were consistent with this proposal. Chair Boerigter suggested that, to think <br />583 <br />that a big box retailer may not develop in the Twin Lakes area was hard to imagine, when all that was <br />584 <br />required was to listen to discussions to understand that retail was a permitted use and it may include a <br />585 <br />large scale retailer. <br />586 <br />Chair Boerigter stated that a review of the current Zoning Code would serve to dictate what was <br />587 <br />consistent with the Comprehensive Plan, and as pointed out by staff, the Zoning Code was amended to <br />588 <br />make it consistent with the 2030 Comprehensive Plan, along with development of the Regulating Map <br />589 <br />as the governing document to control development in the Twin Lakes area consistent with that <br />590 <br />Comprehensive Plan. Chair Boerigter opined that it was important to take the overall picture into <br />591 <br />consideration and what goes into the development area as a whole, and what the overarching guidance <br />592 <br />of the Comprehensive Plan indicated, rather than picking out bits and pieces. Chair Boerigter expressed <br />593 <br />his confidence that the Comprehensive Plan and Zoning Code were both very specific on the governance <br />594 <br />of what could or could not occur in developing and/or redeveloping the Twin Lakes Redevelopment <br />595 <br />Area. <br />596 <br />Based on his review of these documents, Chair Boerigter opined that the Preliminary Plat and request <br />597 <br />for land disposition both met City Code requirements, and advised that he would support both. <br />598 <br />MOTION <br />599 <br />Member Boerigter moved, seconded by Member Lester, to RECOMMEND TO THE CITY <br />600 <br />COUNCIL approval of the proposed PRELIMINARY PLAT of the land area bounded by County <br />601 <br />Road C, Cleveland Avenue, Twin Lakes Parkway, and Prior Avenue; based on the comments and <br />602 <br />findings of Sections 4-7, and the conditions recommended in Section 8 of the staff report dated <br />603 <br />February 1, 2012. <br />604 <br />Ayes: 5 <br />605 <br />Nays: 1 (Strohmeier) <br />606 <br />Motion carried. <br />607 <br />MOTION <br />608 <br />Member Boerigter moved, seconded by Member Gisselquist, indicating the Commission’s <br />609 <br />determination that the proposed transfer of ownership of land area specified in the Preliminary <br />610 <br />Plat is in compliance with the 2030 Comprehensive Plan; based on the comments and findings of <br />611 <br />Section 4-7 of the staff report dated February 1, 2012. <br />612 <br />Ayes: 5 <br />613 <br />Nays: 1 (Strohmeier) <br />614 <br />Motion carried. <br />615 <br />Chair Boerigter noted the anticipated City Council action on this item is scheduled for February 27, <br />616 <br />2012. <br />617 <br />Page14of14 <br /> <br />
