Set Public Hearing to Consider Approving a 3.2% On-Sale, Sunday Liq- <br /> uor, and Wine License for Kyoto Sushi at 2011 N Snelling Avenue, Suite 80 <br /> Johnson moved, McGehee seconded, scheduling a Public Hearing for July 23, <br /> 2012 at 6:00 p.m.; to consider approving/denying the change of the requested <br /> liquor license for calendar year 2012. <br /> Roll Call <br /> Ayes: Johnson; McGehee; Willmus; and Roe. <br /> Nays: None. <br /> 8. Consider Items Removed from Consent <br /> 9. General Ordinances for Adoption <br /> a. Request by Lincoln Drive Properties, LLC for approval of a Zoning Text <br /> Amendment that would allow Academic Instruction as a Use in Commer- <br /> cial Zoning Districts <br /> Associate Planner Bryan Lloyd provided a brief summary of the request by <br /> Northwestern College's office building located at 2803 Lincoln Drive to house <br /> their Bachelor of Science Nursing Degree Program; and recommended approval <br /> by the Planning Division and supported by a 5/1 vote of the Planning Commis- <br /> sion at their June 2012 meeting. <br /> At the request of Councilmember McGehee, Mr. Lloyd responded that the Plan- <br /> ning Division did not track net effects of impacts on the City's tax base of"for <br /> profit" or "non-profit" uses, but were concerned with land use and zoning is- <br /> sues. <br /> At the request of Councilmember McGehee, Mr. Lloyd clarified that the pro- <br /> posed Zoning Text Amendment was intended to address this type of use in <br /> Neighborhood and Community Business Districts throughout the City; prompt- <br /> ed by this request. <br /> At the request of Councilmember Willmus, City Attorney Gaughan suggested <br /> that it may be inappropriate, exclusive of other debatable reasons, to designate <br /> tax status as part of this land use discussion. <br /> Councilmember McGehee questioned if the City Attorney could provide exam- <br /> ples of other resources in the community where commercial buildings leased <br /> space to post-secondary schools.
