ProgNam Planning Committee Recommendation <br />To the Commission atJune 2012 Meeting <br />PROGRAM PLANNING PARAMETERS <br />Pursuant to City Ordinance the Roseville Human Rights Commission will promote, sponsor, and <br />support programs that aim to advance civil and human rights in the City of Roseville, MN. In <br />that the Human Rights Commission is charged with developing formal and informal educational <br />programs to assist with the implementation of the Minnesota State Act Against Discrimination, <br />and in that the Commission is responsible for providing leadership in recognizing and resolving <br />potential problem areas related to civil and human rights in the community (204.05), the <br />Commission welcomes opportunities to collaborate in educational programming in various ways <br />with other groups around such areas of concern. The Human Rights Commission may facilitate <br />presentations and events offered by diverse groups that aim at addressing concerns pertaining to <br />civil rights, human rights, and/or civic engagement. The Human Rights Commission may opt to <br />support, sponsor, and/or promote programming as follows: <br />Support: The Human Rights Commission may support programs or events whenever said <br />programs or events reflect an established position of the Human Rights Commission. Prior to <br />supporting a program, the Commission or Committee will research the nature of the program and <br />the topic. Reasons for support will be shared at an open meeting of the full Commission. Specific <br />programs are supported by the Commission only when the program is advancing a particular <br />cause (or position) and the cause (or position) is one supported by the Commission. <br />Sponsor: The Human Rights Commission may sponsor another's program in the community, or <br />in another local community, whenever it decides to collaborate with another group in order to <br />host a program in support of human or civil rights. Specific programs are sponsored by the <br />Commission if and only if there is agreement by the Commission that the program will be <br />developed in collaboration with others and that the program will provide a valuable opportunity <br />for the community to engage in consideration of human or civil rights issue. <br />Promote: The Program Planning Committee may promote events being offered in the <br />community that come to their attention, so long as the program is relevant to Roseville and so <br />long as the Committee finds the program to aim at advancing civil or human rights. When a <br />group offers programming that is clearly intended to address a civil or human rights concern (in <br />their own view), the Program Planning Committee may promote the event by notifying City <br />residents of the event. <br />Promoting an event does not imply that the Human Rights Commission or the Program <br />Planning Committee supports the group's interpretation of the issue, nar that the Commission <br />or Committee is sponsoring the presentation. The purpose of promoting events is not to take <br />a position, but to notify the public of educational opportunities pertaining to human rights or <br />civic engagement issues in the community. The promotion of a program is dependent upon <br />the Committee being notified of the program. Because such programs are neither supported <br />nor sponsored by the Commission, it is not incumbent upon the Committee to locate <br />alternative programs on the same issues. Promotional advertisements will include the <br />following disclaimer: "Notification of this event is brought to you by the Roseville Human <br />Rights Commission for the purpose of civic engagement, though the Commission neither <br />endorses nor disputes this presentation." <br />
