All items should be listed in terms of a percentage of the <br /> Respondent's total base project cost. The ideas identified in the VA Plan must NOT <br /> be included in the Respondent's Total Cost. If applicable, the Respondent should <br /> identify if the Value Added claim increases or decreases schedule. <br /> Evaluation <br /> • The Evaluation Committee will review and rate each Value Added Plan. The <br /> evaluators will not be provided with names or any other information prior to <br /> evaluating the Plan (to minimize any personal bias). To receive a high rating, the <br /> Respondent must support value-added options or ideas with either verifiable <br /> performance metrics or best value practices with performance measurements <br /> references. <br /> 3.7 PAST PERFORMANCE INFORMATION <br /> • The Respondent will be required to submit a separate Attachment H for each entity <br /> listed below. Past Performance Information (PPI) will be analyzed on the critical <br /> entities listed below: <br /> • Lead Consultant Firm <br /> • Project Manager <br /> • Please refer to the documents referenced in Exhibit 1 for information on how to <br /> collect and submit the PPI Surveys, and information on accessing the PIPS Closeout <br /> Survey database. Failure to submit PPI Surveys for a particular entity, if a PIPS <br /> Closeout Survey Score is not on file, may jeopardize your proposal's competiveness. <br /> 3.8 INTERVIEWS <br /> • The City may shortlist (if necessary) the top rated Respondents. The shortlisted <br /> Respondents may be required to participate in an interview period. Each <br /> Respondent should be prepared to discuss and substantiate any area of its proposal, <br /> its own proposals for the services required, and any other area of interest relevant to <br /> its proposal. The City may interview all critical team members, including (but not <br /> limited to): <br /> o Project Manager <br /> • The Owner may also request to interview additional personnel. The City will <br /> interview individuals separately. No other individuals (from the Respondent's team <br /> or company) will be allowed to sit in, or participate during, the interviews. The City <br /> may request additional information prior to interviews. Interviews will consist of a list <br /> of questions asked by the City to the Interviewee. Respondents will not be permitted <br /> to give a formal presentation, bring in notes, or distribute handouts. <br /> • Important Note: All proposed team members must be available in person for <br /> interviews on the date specified in this solicitation. No substitutes, proxies, phone <br /> interviews, or electronic interviews will be allowed. Individuals who fail to attend the <br /> interview may be given a score of 1" (out of 10"), which may jeopardize the firm's <br /> competitiveness.
