Roseville Human Rights Commission <br />June 20, 2012 <br />Page 2 of 6 <br />48 <br />49 Chair Grefenberg asked Carolyn Curti to provide the Commissioners with a list of these items for <br />50 them to review. He asked Commissioners to get back to him if items were missing before their joint <br />51 meeting with the Council scheduled for July 16. <br />52 <br />53 Other Items: Chair Grefenberg said that the Rosefest Parade was coming up on Monday, June 25. <br />54 The Commission would distribute pencils with information about Nextdoor.com and candy <br />55 provided by the Housing and Redevelopment Authority. He advised the Commission he had <br />56 authorized the attachment to the previously approved pencils of ribbons advertising the NextDoor <br />57 project; these pencils would be handed out along the Parade route, and cost of the ribbon <br />58 attachments would not be charged to the Commission. <br />59 <br />60 Commissioner Thao thanked Carolyn Curti for all her work in preparing the pencils for the Parade. <br />61 <br />62 Chair Grefenberg reported on a meeting with City Manager Bill Malinen to discuss improving <br />63 communication between staff and himself and the Commission, and that he was hopeful that <br />64 communications would improve. Grefenberg also noted that the Commission itself was composed <br />65 of talented people and encouraged them to continue to do tasks which at one time had been done by <br />66 staff, such as press releases and working with the Police Department. He suggested it would help if <br />67 the Commission continued to broaden its base of volunteers so its work could remain productive. <br />68 <br />69 <br />70 <br />71 <br />72 <br />73 <br />Grefenberg also said he would rely on other-commissioners to take the initiative and leadership on <br />some tasks because his current workload was very heavy. <br />Committee Reports <br />Operations Committee Report on Proposed By-Laws for Commission Discussion <br />74 Vice Chair David Singleton said the Committee had met several times to work on the bylaws, and <br />75 they had put together a proposal for the Commission and staff to discuss. They were looking for <br />76 feedback at tonight's meeting and they would incorporate and bring back to the next meeting. He <br />77 said the bylaws were modeled after bylaws of other organizations. <br />. <br />• <br />:1 <br />. <br />: <br />. <br />., <br />. <br />. <br />. <br />.• <br />: <br />Commissioner poneen said they tried to reflect both how the commission operates and the City <br />Code. <br />Commissioners discussed the first two articles, including the name, mission statement and purpose, <br />agreeing that those sections were pertinent. <br />Commissioner poneen said Article 3— General Duties incorporated the duties expressed in the <br />Code. <br />88 Chair Grefenberg suggested that items in Article 4 be prefaced with "Pursuant to City Ordinance" <br />89 since the City Council appointed members to the commission. He suggested dropping item E which <br />90 stated that commissioners must submit a written application and be available far an interview with <br />91 the City Council since these were already covered by the City Code. <br />92 <br />
