They <br />98 took the duties that were adopted previously and incorporated into the descriptions. <br />99 <br />100 In the discussion on the section describing the Commission's Standing Committees, Commissioner <br />101 Thao asked about Youth Engagement Task Force and why that was not included as a standing <br />102 committee. Commissioners discussed whether the Youth Engagement Task Force met the criteria of <br />103 a standing committee. Youth Commissioners Marie Siliciano and Joan Dao said they thought the <br />104 task force should be considered a standing committee. <br />105 <br />106 Some Commissioners raised questions about the age of youth commissioners and whether they <br />107 needed to be in school. Carolyn Curti said City Code identified youth commissioners as under the <br />108 age of 21, and the Code did not indicate that the youth had to be in school. Grefenberg added that <br />109 the Youth Commissioners were required to reside in Roseville. Commissioners agreed that more <br />110 work was needed in this area. <br />lll <br />112 Chair Grefenberg asked about the Operations Committee, in particular, what are the internal matters <br />113 of the commission. He said this was an expansion of the original intent of the committee to write <br />114 bylaws. Commissioners discussed the purpose and role of the committee, whether it was an <br />115 executive committee, how to address attendance issues and how to identify volunteers. <br />116 <br />117 Chair Grefenberg asked about Article 11 — Officer Removal, wondering if this should be in the <br />118 bylaws. He noted that City Manager Bill Malinen had questioned the need for this article, and had <br />119 told him that the issue was irrelevant to need consulting with the City Attorney, a request the <br />120 Operations Committee had made. <br />121 <br />122 <br />123 <br />124 <br />125 <br />126 <br />127 <br />Commissioners discussed the process of removing a Commission officer, including the chair of a <br />committee, when and how to notify a chair that another wants him/her removed, whether the <br />removal is done at a commission meeting and other issues. Chair Grefenberg indicated that if the <br />Commission wished this article included there should be added to the by-laws a brief description of <br />the process to be followed in order to assure .due process <br />128 In response to Commissioner poneen's request Chair Grefenberg polled the members as to whether <br />129 they believed this section (Officer Removal) be included in the by-laws. He indicated that for this <br />130 informal poll the youth commissioners could participate. Commissioner poneen indicated that the <br />Operations Committee would discuss this further. <br />Chair Grefenberg asked that the committee add a reference that the Commission uses Rosenberg's <br />Rules of Order to conduct meetings. <br />
