,Regular City Council Meeting AND <br /> C <br /> Board of Adjustments and Appeals <br /> Monday,July 16,2012 <br /> Page 31 <br /> 1 <br /> 2 Mr.Grefenberg <br /> 3 Mr. Grefenberg noted that the SWARN written appeal originally presented had omitted the last <br /> 4 page, finalizing the SWARN conclusion, and asked that this obvious omission be accepted as <br /> 5 part of their appeal and for the record, and was provided by Mr. Grefenberg as a bench hand- <br /> 6 out. <br /> 7 <br /> 8 Similar to the questions asked of Ms. Schaffer, Member Willmus asked Mr. Grefenberg to re- <br /> 9 spond to his previous testimony before the Planning Commission as the Comprehensive Plan <br /> 10 Update was wrapping up; and his opinion that Target should be designated"Community Busi- <br /> 11 ness;"and how he reconciled that with his current position. <br /> 12 <br /> 13 As a general question, Member Wilhnus asked at what point in this process, the Twin Lakes <br /> 14 Business Master Plan was officially adopted back into the current Comprehensive Plan as a <br /> 15 controlling document. <br /> 16 <br /> 17 Mr.Grefenberg <br /> 18 Mr. Grefenberg recalled those 2008 discussions about Target, and the Comprehensive Plan <br /> 19 Steering Committee's recommendations that Target and Har Mar Mall both be designated <br /> 20 "Community Business." In arguing that point at that time, Mr. Grefenberg opined that it was <br /> 21 his understanding that the existing Target Big Box store would be grandfathered in if its site <br /> 22 was designated Community Business.,but thus any future expansion would be precluded if the <br /> 23 site was so designated Community Business.. Mr. Grefenberg opined that at that time he was <br /> 24 not arguing that Target was a community business, but that by designating the Target site <br /> 25 Community Business future Big Box development would be prohibited. In what he described <br /> 26 as the a grand compromise, Mr. Grefenberg opined that it had been determined to leave the <br /> 27 definitions of Community Business and Regional Business as is but designate the Target site <br /> 28 Regional Business, and as a compromise he accepted it. ,•30 - - - - - - .• . . •.. , - • _ - . . - . . . . - .:: . Mr. Grefenberg stated <br /> 31 that he was left with the impression that from now en only the Target site and Rosedale were <br /> 32 set aside for future big box,not prohibiting all any big box development in Roseville,but sepa- <br /> 33 fating-keeoing those business uses distinct within the Comprehensive Plan designatierr.
