Roseville Human Rights Commission <br />March 21, 2012 - Minutes <br />Page 3 of 5 <br />Commissioner Dao asked what happens if the HRC does not take a position. She questioned <br />whether the HRC would be perceived as not caring or not considering it as a human rights issue. <br />Was the Commission - willing to remain silent on a controversial issue, she asked. <br />Commissioner Thao asked whether waiting until May is too late and what happens after taking a <br />position. Chair Grefenberg said that the answers to those questions will likely be answered by <br />hearing from the advisory group and the public. <br />Commissioner McKenzie asked whether the Commission had contacted other groups that have been <br />working on the ballot question. Commissioner Groff said that he felt the Commission's main <br />obligation was to hear from Roseville citizens, and that this opportunity to hear from them was <br />especially crucial. <br />Chair Grefenberg then recapped what he was hearing from the Commission, namely that it agreed <br />that the Commission hear from the Project 515 Advisory Group and the community at a "public <br />hearing" before deciding to take a position and what type of position on the constitutional marriage <br />amendment. After further discussion it was clarified that the Commission did not wish the process <br />to extend beyond May. <br />City Manager Bill Malinen suggested that the City Newsletter goes into residents' home on May 1, <br />and this could be an opportunity to notify the community. <br />Chair Grefenberg suggested that possibly the Outreach Committee, where the idea of the <br />Commission taking a public position on this issue had originated, could come back with a <br />recommendation as to the process and schedule for the Commission's hearing. That idea was <br />resoundingly rejected. <br />Commissioners discussed at length the timing of the public meetings, feasibility, publicity, location <br />and other logistics. Commissioners identified preferences for May 10, May 8 or May 3, in order of <br />preference, with the final date to be decided by the Chair so as to allow notice to be published in the <br />City News scheduled for publication the last week of April. <br />Another Procedural Issue <br />Chair Grefenberg notified the commission that pursuant to the Commission's adopted procedures he <br />had excused Commissioner McKenzie's absences for the past two meetings. <br />Operations Committee <br />Chair Grefenberg said the committee continues working on the bylaws but not ready to present to <br />the commission. They asked staff to provide a list of procedural rules previously adopted. <br />Program Planning Committee <br />
