HRA Meeting <br />Minutes – Tuesday, June 19, 2012 <br />Page 3 <br />1 <br />Member Majerus confirmed that this was identified later in the document in more detail. <br />2 <br />3 <br />Member Masche spoke in support of the Mission Statement, noting that it provided a “Living <br />4 <br />Smarter” tone, as well as providing a snapshot of the intentional goals of the HRA moving <br />5 <br />forward, and doing so in a measurable way. <br />6 <br />7 <br />Ms. Kelsey, from her perspective, opined that the Mission Statement provided for other <br />8 <br />partners and/or developers to get an immediate sense of what the Roseville community was <br />9 <br />looking for. <br />10 <br />11 <br />Member Masche concurred that this should serve to effectively inform others. <br />12 <br />13 <br />Mr. Trudgeon advised that feedback from previous discussions had been incorporated into this <br />14 <br />draft, and if they were in agreement with this revised version, recommended that the HRA <br />15 <br />adopt the DRFT. <br />16 <br />17 <br />Chair Maschka opined that the HRA’s Work Session had been great. <br />18 <br />19 <br />Motion: Member Majerus moved, seconded by Member Masche to adopt the DRAFT <br />20 <br />Mission Statement and Strategic Plan for 2012 – 2016 as presented. <br />21 <br />22 <br />Ayes: 5 <br />23 <br />Nays: 0 <br />24 <br />Motion carried. <br />25 <br />26 <br />Implementation Plan <br />27 <br />Mr. Trudgeon reviewed the DRAFT Implementation Plan and its intent to provide a <br />28 <br />framework to facilitate moving forward with the goals and objectives, as well as budget <br />29 <br />implications, of the HRA’s updated 2012-2016 Strategic Plan. Mr. Trudgeon noted that items <br />30 <br />already in process in some capacity were defined separately from those new initiatives <br />31 <br />identified by the HRA; and further clarified that the document would continue to change as <br />32 <br />projects and initiatives moved forward. <br />33 <br />34 <br />Mr. Trudgeon advised that staff had preliminarily identified some items specific to anticipated <br />35 <br />budget implications and potential sources of funds; however, he noted that before going into <br />36 <br />substantial detail, further prioritization by the HRA would be needed. Mr. Trudgeon noted that <br />37 <br />there would be obvious HRA Levy implications with this upgraded and revised role for the <br />38 <br />HRA in achieving goals and objectives. <br />39 <br />40 <br />Member Majerus spoke in support of the DRAFT Implementation Plan and its thoroughness <br />41 <br />for the HRA moving forward. Member Majerus asked that staff continue to provide <br />42 <br />benchmarks comparing the Roseville HRA with other metropolitan HRA’s specific to funding <br />43 <br />sources, staffing, hours, and demonstrable impacts. Member Majerus noted the need to <br />44 <br />continually incorporate program measures for each initiative. <br />45 <br />46 <br />Mr. Trudgeon advised that staff would do so as much as possible; however, he noted that some <br />47 <br />items would be more challenging to compare than others, but that staffing was one area that <br />48 <br />allowed for reasonable benchmarks. <br />49 <br />50 <br />Member Majerus advised that his concern was that the HRA was continually able to <br />51 <br />effectively demonstrate what was being accomplished in comparison with other HRA’s. <br />52 <br />53 <br />Mr. Trudgeon concurred, noting that it was reasonable to continually demonstrate that the <br />54 <br />community of Roseville was getting much more for their investment in the HRA than other <br />55 <br />metropolitan area communities. <br /> <br />
