Occupancy <br />Allcitiessurveyedforthisstudyspecifiedhowmanypeoplecanliveinahousingspaceofcertain <br />dimensions.Occupancy,however,isdifficulttoenforcebecauseifrequiresconstantknowledgeofwho <br />haslegalrighttoresideinaunitandthecoincidenceofwitnessingoveroccupancy.Inspectorsfeltthat <br />thiswasofparticularconcerninproblempropertieswhereoccupancyzx·monitoredatall. <br />OtherLifeSafetyIssues <br />Inspectorsarealsoconcernedthatthey-x·testthesmokeandCO2detectors.Thefiredepartment <br />inspectionsdotestthesesafetydevices,butonlyinthecommonareas.Additionally,schoolsocial <br />workersreportconcernsregardinginfestationsofroachesandbedbugsinproblembuildingstocode <br />enforcementofficials.However,ifthesearenotfoundinthecommonareasofabuilding,thenthe <br />inspectionsdepartmentcannotaddresstheissues.If,forexample,thefiredepartmentisinthebuilding <br />onamedicalcallandtheynoticeaninfestationorsomepublichealththreat,theycansubmitareportto <br />theinspectionsdepartment.Countypublichealthandcodeenforcementofficialsthenconductan <br />inspectionbasedonthatreport.This,however,7;x·happenoftenbecausewhenfiredepartment <br />personnelareoutonamedicalorfirecallthey7x·typicallydoathoroughinspectiontoseeif·w;©;x <br />aninfestation.Manyoftheconcernsfromsocialworkersareaboutbedbugbitesonstudents,butbed <br />bugs7x·fallintothepublichealthnuisancecategorybecausethey7x·presumablycarrydisease.In <br />termsofinfestations,thecurrentcodeonlystatesthatinfestationsmustbetreatedbyamethodthatis <br />notdangeroustohumanhealth,butthecodedoesnotprescribeanytypeofprofessionalstandardfor <br />extermination. <br />Basedoninformationcitystaffandsocialworkershavereceivedfromfamilieslivinginthebuildings <br />withthemostproblems,andwiththemostinfestationissuesinparticular,inspectorsfeelthatthe <br />currentcodedoesnotadequatelyaddressissuesoffoodstorageorstorageinsidetheunits;thecode <br />coversonlyoutsidestorage.Theconcernhereisthatinmanycasesfoodisbeingstoredinwaysthatis <br />consideredunsanitaryandhasapotentialtocauseinfestations. <br />Housinginspectorsarealsoconcernedthatthecurrentcitycodedoesnotrequirelandlordstopaint, <br />cleanthecarpet,orchecksmokeandCO2detectorsonceatenantmovesoutandanewtenantmoves <br />in.Thismeansthatproblemswithsafetydevices,buginfestations,andgeneralcleanlinessoftheunit <br />maypersist. <br />ThefeedbackprovidedbyRosevillehousinginspectorsservedasabasisforfurtherresearchinto <br />particularcodesthatcitiesusetoaddresssimilarproblems.Assuch,theconclusionsectionofthispaper <br />willaddresssomesuggestedchangestow;Ýz;xCityCode. <br />5 <br /> <br />
