F. Jedlicki, Inc. <br /> Roll Call <br /> Ayes: Pust; Johnson; Willmus; McGehee; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:12 p.m. and reconvened at approximately <br /> 7:20 p.m. <br /> 9. General Ordinances for Adoption <br /> 10. Presentations <br /> a. Receive CTV Presentation—Franchise Status <br /> Mayor Roe introduced CTV and North Suburban Cable Commission Executive Di- <br /> rector Ms. Coralie Wilson. <br /> Ms. Wilson reviewed the two (2) processes under Federal Law for franchise agree- <br /> ment renewals: one (1) involving informal negotiations, currently underway; and <br /> the other a more formal administrative legal process, which could be invoked by ei- <br /> ther the cable operators (e.g. Comcast) or the commission (on behalf of the member <br /> cities) during the renewal process. <br /> Ms. Wilson advised that the Commission had hired two (2) consultants over the last <br /> year to compile information in case such a formal administrative process was indi- <br /> cated during negotiations: an Infrastructure Audit and a Needs Ascertainment <br /> Study. Ms. Wilson advised that executive summaries of both of those studies were <br /> now available on the CTV website. <br /> Ms. Wilson noted that during the Audit, over three hundred (300) code violations <br /> were found throughout the ten (10) member cities; including technical issues on the <br /> Roseville Channel. Ms. Wilson noted that a letter had been sent to Comcast to de- <br /> termine their intent in correcting these violations, to which Comcast had responded <br /> last week, including their admission that their personal audit had found another two <br /> hundred (200) code violations as they reviewed each site. Ms. Wilson advised that <br /> Comcast was currently in the process of resolving those violations. <br /> Ms. Wilson advised that during the Needs Ascertainment Study, addressing future <br /> needs of the system, respondents expressed their concerns about the system's tech- <br />
