As a <br />35 <br />result, they recommend that projects requested by property owners be considered for assessments, based <br />36 <br />on the Special Benefit Test. <br />37 <br />Streetlights: The Commission did not recommend any changes to the streetlight assessment policy. <br />38 <br />PO <br />OLICYBJECTIVE <br />39 <br />The purpose of this policy is to be used as a guide by the City of Roseville when preparing assessment <br />40 <br />rolls, so as to assure uniform and consistent treatment of affected properties. It is the general policy of <br />41 <br />the City of Roseville to assess all affected properties according to policy without regard to funding <br />42 <br />source. <br />43 <br />Special assessments are a charge imposed on properties for a particular improvement that benefits the <br />44 <br />owners of those selected properties.
