TargetedRentalLicensing:BrooklynCenterandHopkins <br />ThecitiesofBrooklynCenterandHopkinshavetargetedrentallicensingprograms.Theseprogramsmay <br />alleviatesomeoftheconcernsexpressedbylandlordsaboutprogramsthattypicallyapplytoallrental <br />propertiesequally.Thesetypesofprogramstargetpropertieswiththemostpersistentproperty <br />maintenancecodeviolationsandinsomecasesahighvolumeofpolicecallsperunitaswell.Forthe <br />citiesofBrooklynCenterandHopkinsthismeansrentalpropertiesareplacedintocategoriesbasedon <br />thenumberofcodeviolationsreportedbyhousinginspectorsonregularlyscheduledinspectionsor <br />duringinvestigationsofcomplaints. <br />BrooklynCenterhasfourlicensetypes.Licensefeesandinspectionsaredeterminedbasedonthetype <br />oflicense.ForapropertywithaType1license,inspectionsarescheduledevery3years.ForType2, <br />every2years,forType3everyyearandforType4every6months.ApropertyownerwithaType4 <br />(provisional)licenseisrequiredtohaveinspectionsandpaylicensefeesevery6months.Withthis <br />system,theownerofarentalpropertywith230unitswouldpay$4340every3yearsforaType1 <br />licenseor$4340every6monthsforaType4license. <br />WhiletheCityofHopkins7;x·havefourspecificlicensetypes,itdoescategorizepropertiesina <br />similarfashionusingapointbasedsystem.Cityinspectorsmaintainalistofcodeviolationseachwith <br />of4pointsorfewerperyearareinspectedevery34 <br />itsownpointvalue.Buildingswithanaverage <br />years.Buildingswithanaverageof510pointsareinspectedonceevery2yearsandbuildingswith11 <br />ormorepointsareinspectedonceayear.AppendixBshowsthatinHopkinsbuildingsofvaryingsizes <br />arerequiredtohaveacertainpercentageofunitsinspectedduringeachinspectionperiod.Hopkins <br />additionallyrecognizes{Ò,·7©7,Òz7zm|asthosewith10ormorepointsperunitforbuildings <br />withfiveormoreunits.Forthesetypesofproperties,inspectorsmaychoosetorequireagreater <br />100percentofunitstobeinspected. <br />percentage,upto <br />Bothcitiesalsohavemeasuresbuiltintotheirprogramsthatseektocontrolcriminalactivityinrental <br />properties.Bothrequirelandlordstohavecrimefreeaddendumstotheirleasestomakeitexplicitly <br />knowntotenantsthatcriminalactivityisgroundsforeviction.Theyalsorequirecriminalbackground <br />checksforalladultresidentsofrentalunits.BrooklynCenterwillalsoissueaprovisionallicensebased <br />solelyonahighaverageofpolicecallsperunit.Thoughthishasrarelyoccurred,stafffromBrooklyn <br />persistentpropertymaintenance <br />Centerexpressedthat,intheirexperience,itisthebuildingswith <br />issuesthatalsohaveaproblemwithexcessiveuseofpoliceservices. <br />18 <br /> <br />
