Revocations <br />Threeofthecitiesthatparticipatedinthisstudyhaverevokedrentallicenses.StafffromtheCityof <br />Shoreviewstatedthatthemajorityofthetimeitisthethreatofrevocationthatismosteffective,butin <br />someextremecaseswhenthelandlord7š;­“x·standtolosemuchbylosingtherighttorent,revocation <br />z­“x·veryeffective.InShoreview,onesuchinstancestandsoutasanexample.Afterbeingpersistently <br />noncompliantwiththepropertymaintenancecodeandnumerousrepairorders,theCitywasforced <br />wereunpaid.The <br />intolitigationthroughthehousingcourts.Shoreviewcontinuedtolevyfinesthat <br />licensewasrevoked,butthepropertyownercontinuedtocollectrentfromtenants.Becausethe <br />propertyowneralsohadunpaidwaterbillswiththecity,thewatertothebuildingwaseventuallyshut <br />fundsbetweenthemselves <br />off.Inresponse,however,thetenantsinthebuildingwereabletocollectthe <br />topaythe,ÒzŒ7z“mx­waterbillandhavethewaterturnedbackon.Eventually,thebuildingwentinto <br />foreclosureandthebankevictedthetenants. <br />InRochester,theBuildingSafetyDirectorcanusehisorherdiscretiontodeterminewhenareasonable <br />basisforsuspensionorrevocationexists.ThistriggersahearingbeforeaRentalHousingComplaint <br />Board.TheBoardcanthenmakearecommendationtotheCommonCouncilastowhetherthereisa <br />needforpublichearingtoconsiderrevocation.TheCommonCouncilmaysuspendorrevokerental <br />thecertificateholderonprobation.TheCityof <br />registrationcertificate,imposeacivilfine,andplace <br />Rochesterhadoneinstancewheretherewasasignificantamountofcriminalgangactivityinand <br />aroundaparticularbuilding.ThoughRochesterhasnopoliceservicesusagestipulationinitsordinance, <br />šÞ“;©x­licenseberevokedbasedon <br />itdidgototheCommonCounciltorequestthatthisbuilding <br />violationstothedisorderlyusestipulationsofitsrentallicenseordinance.Upongoingtocouncil,the <br />propertyownersurrenderedhislicensewithouttheCityactuallyhavingtoformallyrevokeit.This <br />licenseordinanceto <br />particularlandlordlivedinGeorgia,andasaresultRochesterchangeditsrental <br />includearequirementthatlandlordseitherliveorhavearepresentativewithin100milesofRochester. <br />TheCityofBurnsvillecurrentlyhastwopropertieswherelicenseshavebeenrevoked:oneforproblems <br />withpropertymaintenanceandasecondforunpaidpropertytaxes.Burnsvillestaffstatedthatinthe <br />firstcasethelicenseswillbereinstatedoncethepropertyownerpaysthepropertytaxesandpaysa <br />fineandinthesecondcasedoesnecessaryrepairsandpaystheappropriatefines.Inthemeantime,all <br />rented.Burnsvillestaff <br />tenantshavebeenremovedfromthebuildingsandthevacantunitscannotbe <br />alsostatedthattheCityhasa{·w©;;­·©z‰;­|policy.Athirdviolationofeitherthepropertymaintenance <br />codeorthedisorderlyusestipulationsoftherentallicenseordinancewithinacertaintimeperiod <br />problemsare <br />warrantsarevocationhearing.Forthemostpart,staffstatedthatthemajorityof <br />addressedwiththefirstandsecondstrikeviolations. <br />Shoreview,Rochester.andBurnsvilledonothaveaprovisionallicenseaspartoftheirrentallicense <br />ordinance.Twoothercitieshavealsocomeclosetorevocation.ThoughWestSt.Paulhasnotrevokeda <br />license,theyhavedeniedalicenserenewalforsixmonths.Duringthisperiod,thelandlordcouldnot <br />rentoutanyunitsandresidentsweregivena60daynoticetovacatethebuilding.Additionally,inCoon <br />19 <br /> <br />
