PLANNING FILE 12-0130 <br />1 <br />Request by Meritex Enterprises, Inc. for approval of a PRELIMINARY PLAT of the land currently <br />2 <br />addressed as 2280 Walnut Street <br />3 <br />Vice Chair Gisselquist opened the Public Hearing for File 12-001 at approximately 6:58 p.m. <br />4 <br />Associate Planner Lloyd summarized the request of Meritex Enterprises to plat Outlot A of the Highcrest <br />5 <br />Park Second Addition Plat lying immediately south and east of the intersection of Walnut Street and <br />6 <br />Terminal Road. Staff recommended approval of the proposed PRELIMINARY PLAT, pursuant to City <br />7 <br />Code, Title 11 (Subdivisions); based on the comments and findings of Sections 4-5 and the <br />8 <br />recommendation of Section of the staff report dated September 5, 2012. <br />9 <br />Mr. Lloyd displayed an aerial photo, somewhat outdated, but previously identifying the Outlot prior to <br />10 <br />previous Planning Commission action. Mr. Lloyd advised that the firm, Fantasy Flight Games, was <br />11 <br />interested in constructing an office/warehouse facility on that parcel. <br />12 <br />In reviewing staff’s recommended conditions for approval, Mr. Lloyd noted that the Parks and Recreation <br />13 <br />Commission had not met yet to consider whether the Park Dedication would be land or cash in lieu of; <br />14 <br />however, he anticipated they would request cash in lieu of, given the location and small size of the <br />15 <br />property. Upon the Parks and Recreation Commission’s meeting later this month, Mr. Lloyd advised that <br />16 <br />staff would continue to work with City departments and the property owners and applicant to adjust the <br />17 <br />plat if necessary to accommodate the Commission’s preferences, at which time the request would move <br />18 <br />on to the City Council for final approval. Even if the property boundaries did change to some degree, Mr. <br />19 <br />Lloyd noted that this was a simple two (2) lot plat, and there would be no dramatic changes or conflicts <br />20 <br />with the Preliminary Plat currently being presented to the Planning Commission at tonight’s meeting. <br />21 <br />Mr. Lloyd advised that staff supports approval of the Preliminary Plat as conditioned in Section 8 of the <br />22 <br />staff report as indicated. <br />23 <br />Applicant <br />24 <br />Representatives of the applicant were present, but had no comments beyond those presented by staff. <br />25 <br />Public Comments <br />26 <br />No one appeared to speak for or against. <br />27 <br />Vice Chair Gisselquist closed the Public Hearing for File 12-001 at approximately 7:06 p.m., with no one <br />28 <br />appearing for or against. <br />29 <br />MOTION <br />30 <br />Member Boguszewski moved, seconded by Member Cunningham to recommend to the City <br />31 <br />Council APPROVAL of the request by Meritex Enterprises for a proposed PRELIMINARY PLAT <br />32 <br />Outlot A of the Highcrest Park Second Addition Plat lying immediately south and east of the <br />33 <br />intersection of Walnut Street and Terminal Road; pursuant to City Code, Title 11 (Subdivisions); <br />34 <br />based on the comments and findings of Sections 4-6 and the recommendation of Section of the <br />35 <br />staff report dated September 5, 2012. <br />36 <br />Ayes: 6 <br />37 <br />Nays: 0 <br />38 <br />Motion carried. <br />39 <br /> <br />
