Attachment A <br />August 17, 2012 <br /> <br /> <br /> <br />Ms. Debra Bloom, P.E., City Engineer <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />RE: Proposal for Professional Engineering Services <br />nd <br /> Wal-Mart Twin Lakes 2 Addition Public Improvements <br /> City of Roseville, Minnesota <br /> <br />Dear Ms. Bloom, <br /> <br />Thank you for requesting this proposal for engineering assistance in support of the City improvements <br />associated with the Twin Lakes 2nd Addition Wal-Mart project. This proposal has been prepared based <br />on the information included with your August 3rd email request and our meeting on August 1st. As part <br />of this proposal we have summarized our project understanding and approach and have provided an <br />estimate of fees for our services. <br /> <br />The City of Roseville is entering into a development agreement with Wal-Mart for the construction of a <br />new store in Twin Lakes 2nd Addition, at the intersection of County Road C and Cleveland Avenue. As a <br />part of this agreement, the City will be completing adjacent roadway improvements including turn lane, <br />intersection, access, and sidewalk improvements in support of the new development. Wal-Mart's <br />engineer is in the process of completing plans and specifications for the City improvements. The City is <br />requesting assistance in the review of the completed plans (and associated environmental site assessment <br />documents) along with observation and administration assistance during construction. General project <br />timeline anticipates review of planning documents this summer/fall and construction in 2013. <br /> <br />Bolton & Menk routinely represents Cities in support of their development projects, providing both up <br />front plan and environmental reviews as well as construction phase assistance. Our approach focuses on <br />achieving high quality public infrastructure improvements and minimizing the public's risk associated <br />with private projects. Our proposed scope of work for the Wal-Mart project will include, but is not <br />limited to the following: <br /> <br />Review of Phase I Environmental Site Assessment documentation to ensure the minimum <br />· <br />standards of the ASTM 1527-05 are met. <br />Review of Phase II Environmental Site Assessment and associated work plan(s) along with <br />· <br />associated correspondence with the Minnesota Pollution Control Agency (MPCA) to ensure the <br />site investigation includes consideration and protection of the City’s rights and interests. <br />Review Response Action Plan and/or Development Response Action Plan and associated <br />· <br />correspondence with the MPCA to ensure any remediation proposed in public rights-of-way is <br />sufficient to protect the City’s interests. <br /> <br /> <br />
