Under the cunent ordinance, the fire <br />marshal is only authorized to issue the permits when directed by City Council action. In every <br />case, the Council has, with the recommendation of the f re marshal, directed the permit to be <br />issued. The ordinance requires the fire marshal to visit the site prior to the recommendation for <br />the purpose of investigating whether the burn can be conducted safely. <br />]9 The optiznal time to burn Prairie Grass areas is litnited to a narrow window in the spring of the <br />20 year. On occasion, there have been opportunities missed, or the ideal tinne forgone, because the <br />21 timing of the request to the next council meeting was not in alignment. <br />22 <br />23 I'he proposed change would a11ow for burn perniits to be issued by the fire marshal without the <br />24 requirement for City Council to direct the issuing of each permit. None of the other requirements <br />25 will be changed (e.g., the fire marshal's visual inspection of the cite before issuing the permit) <br />26 <br />27 <br />28 <br />24 <br />30 <br />3I <br />32 <br />33 <br />Finaneial: There are no direct financial costs associated with the proposed changes. <br />Staff Recominendation: Both the Fire Chief and ihe Fire Maxshal recommend approval of the <br />proposed code changes. <br />Couneil Action Renuested: Motion to approve the proposed change to section 404.02, Open <br />Buining section of the Roscville City Code. <br />
