Mr. <br />2 Stark further reviewed the status of staff review; the original project <br />3 submitted in January o#� 2007, and the significant difference in project <br />4 revisions brought to the Planiung Commission, and brough� forth for <br />S consideration tonight, with the site plan received by staff on May 21, <br />6 2007 deemed by staff to be complete, with the 60-day review period <br />7 irutaated at that time. <br />8 <br />9 Councilmember Ihlan questioned whether any environmental reviews <br />10 had been completed for this proj ect. <br />11 <br />12 Mr. Stark responded that other than a traffic analysis, ihe:re had not <br />13 been an Environmental Assessment Worksheet (EAW) or Environ- <br />14 mental Jmpact Study (E�S) ordered, as it had been determined that the <br />15 project didn't meet those requirement thresholds. <br />16 <br />17 City Engineer Debra Bloom referenced the provisions of the Ci�y's <br />18 Shoreland Ordinance (§ 1016) and staf�s rationale and review of the <br />19 projeci related to wetland buffers. <br />20 <br />21 Councilmember Ihlan noted that #he PWET Comm�ssion discussion <br />22 indicated further wetland mitigation review was needed before resolu- <br />23 tion. <br />24 <br />25 Ms. Bloom reviewed setbacks on the south side wetland; current and <br />26 projected stormwater runoff; and quality of the wetland in the north- <br />27 west corner, currently housing a car, tires, and excess debris} and iis <br />28 significant degradation. Ms. Bloom indicated that it was staf�s rec- <br />29 ommendation that the setback be preserved from other wetland areas, <br />30 and mitigate the adjacent site next to the degraded wetland, with fur- <br />31 ther refinement between now and the final development plan. <br />32 <br />33 Councilmember Ihlan sought additional staff rationale for the park ac- <br />34 cess road at the developer's expense. <br />35 <br />35 Mr. Stark reviewed the history and lack of a fo�mal access agreement <br />37 or :right-of-way in place to access the City park, despite the Langton <br />38 Lake Master Plan in place for xt since 1986, with access only via a <br />39 "gentleman's agreement." <br />
