Regular City Council Meeting <br />DRAFT Minutes of Monday, June 1$, 2007 <br />Page 17 <br />1 <br />2 Councilmember �hlan had additional questions regarding preserving <br />3 more green space through a formal access agreement for the park <br />4 rathe:r than the proposed access road; and whether the City needed <br />S more senior housing, especially when it required rezoning of a prop-- <br />6 erty. . <br />7 <br />S Mr. Stark advised that, when staff reviewed land use items, wheiher <br />9 more "senior housing" was needed in the community was not a con- <br />10 sideration as a standard in determining the land use issue. <br />11 <br />12 City Attorney Jay Squires advised that determining whether more sen- <br />13 ior housing was needed was more judicial in nature and the land use <br />14 issues were not determined by market demand, however, they could <br />15 be a limzted part of the City Council's legislative-based policy deci- <br />16 sion in making a determination whether there was a need for the use <br />17 allowed by the new zoning. <br />18 <br />19 Councilmember Kough quesfioned whether the developer would be <br />2o asked for a park dedication or money in lieu of land. Councilmember <br />21 Kough praised the developer for their previous projects in Roseville; <br />22 their construction and management of their facilities. Councilmember <br />23 Kough offered his support of this project and its concept in its en- <br />24 tirety. <br />25 <br />26 Mr. Stark advised tliat sta.ff was recommending that this go to the <br />27 Parks and Recreation Commission for their determination and rec- <br />28 ommendation to the City Council as to land dedication or money in <br />29 lieu of park land. <br />30 <br />31 Councilmember Pust questioned why the Langton Lake Master Plan <br />32 had not been incorporated into the Comprehensive Plan, recognizing <br />33 that it served the City well in this case, but seemed unusual. <br />34 <br />35 Mr. Stark advised that staff had attempted to research the rationale for <br />35 the inconsistency, but had been unsuccessfu� in making a determina- <br />37 tion. <br />38 <br />
