Planned Unrt Development and Rezoning — Consider a P�anned <br />5 Unit Development �nd Rezoning of 2700 Cleveland Aveuue for <br />6 Cent Ventures (PF07-021) <br />7 City Planner Thomas Paschke reviewed the Cent Ventures and Am- <br />8 West Development request . to place a S,OpO square foot restaurant <br />9 near the southwest corner of the property; a 4-story, 124-unit hotel <br />10 neax the rear (east property line); parking adjacent to Cleveiand Ave- <br />11 nue near the restaurant and between the restaurant and hotel, with a <br />12 small parking field adjacent to the Mount Ridge Road right-of way; <br />13 and construction of a temporaxy right-in/right-oui �n the northwest <br />14 corner of the parcel, with a permanent access to be constructed when <br />15 Twin Lakes Parkway completed along the southern boundary of the <br />16 subject parcel. <br />17 <br />18 Mr. Paschke reviewed rationale for staff concerns and their ultimate <br />19 recommendation for denial: no traffic siudy; problematic traffic flow; <br />20 not a use staff was supportive of; and a number of components of the <br />21 Site Design that were not consistent with the Master Plan and design <br />22 standards necessary to provide clear direction related to this proposal. <br />23 <br />24 Mr. Paschke advised ihat while staff was supportive of the pxoposed <br />25 uses, and that they were supported by the Twin Lakes Master Plan and <br />26 Comprehensive Plan, staff found numerous items during their review <br />27 that had not allowed them to provide adequate direction and analysis <br />28 for the Planning Commission and City Council; and that those items <br />29 were still pending receipt from the developer. Those items were de- <br />30 tailed and outiined in the staff report dated June � 8, 2007, and were <br />31 related to traff c flows and impacts, functionality of the site; stormwa- <br />32 ter management and shared parking considerations; and potential traf- <br />33 fic considerations and projections related to future roadways, includ- <br />34 ing Twin Lakes Parkway and an extension of Mount Ridge Road. Mr. <br />35 Paschke noted review became problematic with single-siie develop- <br />36 ment and unknown infrastruciure impacts {i.e., looping of water <br />37 mains; tying into sanitary sewer; and utilization of public infrastruc- <br />38 ture}. <br />39 <br />
