Councilmember Pust further noted that the applicant appeared <br />to not be expressing a willingness to consider either option; but was <br />rather asking the City Council to disregard ihe recommendation of <br />both staf� and the Planning Commission by going forward without <br />staff having the opportunity to complete a thorough analysis of the re- <br />quested information, and apologized if the applicant interpreted the <br />process as inconvenient. <br />Mayor Klausing commiserated with staf�s and the applicant's frustra- <br />tions; however, noted the City Council's inability to make a decxsion <br />without staf�s complete analysis and the applicant's submission of <br />sufficient materials and staff's �omplete analysis of that information <br />to provide recommendations. Mayor Klausing also expressed his per- <br />sonal frustration with the area developing piecemeai without envi- <br />ronmental review, rather than area-wide development. Mayor Klaus- <br />ing suggested it may be more worthwhile, rather than the applicant's <br />ongoing expressions of disagreement and frusiration with sta.ff's re- <br />quests for information, and in an effort to move forward, it may be <br />more appropriate for the applicant to respond to which of the above- <br />referenced options they wished to pursue. <br />22 Further discussion ensued with City Attorney addressing the applz- <br />23 cant's claim of lack of specificity on the EAW, noting that staff didn't <br />24 need to define a scope for the applicant on the EAW, as the EQB pro- <br />25 vided a generic form used for every development project that should <br />26 be familiar to the developer and their consultants and engineers. <br />27 <br />28 Councilmember Kough expressed his support of the proposed hotel <br />29 due to increased tax revenues and hotel tax revenues for the Roseville <br />30 Visitors Assoc�ation. <br />31 <br />32 Roe moved, Ihlan seconded, that the City Council suspend their rules, extend their <br />33 curfew by �/� hour to 10:30 p.m., and waive the requir�ment that no new items be <br />34 *aken up after 10:00 p.m. <br />35 Roll Call <br />36 Ayes: Kough; Pust; Ihlan; Roe and Klausing. <br />37 Nays: None. <br />38 <br />
