Discussion included staff-defined difficulties with the previous ap- proval for Mr. Anderson; construction delays and burdens on the neighbors, additional staff time to monitor the temporary living situa- tion, and possible sa�ety concerns if construction delays require living in the temporary facility into the fall and win�er months. Staff noied that the iemporary facility didn't meet safety and/or code standards, but admitted that en:forcement was problematic. 16 Applicant, Robert DeLeo, 280 M�nnesota Avenue 17 Mr. DeLeo responded affirmatively to Mayor Klausing's questions if 18 the Fire Marshal's references were addressed and that fire sa�ety 19 equipment was immediately available in the recreational vehicle. 20 21 22 Public Commeni 23 Darlene Quade, nezt door neighbor 24 Ms. Quade spoke in support of the request; and offered her home fio 25 the DeLeo's in case of storm. Ms. Quade noted that this was only a 26 temporary situation, and was prudent to avoid vandalism or theft is- 27 sues on the construction site as well. 28 29 Ihlan moved, Kough seconded, approval of Robert DeLeo's request 30 for an INTERIM USE PERMIT {IUP) to use his recreational vehicle 31 (RV) as temporary living quarters during the construc#ion of his new 32 home, based on the comments and f ndings of Seciion 6.0 of the sta.ff 33 report dated June 18, 2007; and amended to include the following 34 conditions: 35 ■ The permit will extend only to the end of October 2007, at 36 which time the applicant will vacate the temporary living quar- 37 ters in the RV; 38 ■ The garage is excluded from use as temporary or permanent liv- 39 ing quarters;
