City Council Study Session <br />Monday, JuIy 16, 2007 <br />Page 12 <br />1 Specific discussion included establishment of Joint Powers Agree- <br />2 ments (JPA's} for engineering services with the Cities of Arden Hills <br />3 and Falcon Heights; unfunded mandates and regulatory changes in <br />4 water, sewer, and stormwater areas and added infrastructure increas- <br />S ing maintenance needs; delayed replacement of equipment increasing <br />6 repair and maintenance costs; flattening and reorganization of the or- <br />7 ganizational chart in 2002I2003 and impacts to provide for manage- <br />S ment and analytical level staffing needs; consideration to contract <br />9 residential water meter reading to fxee up staff time for higher skilled <br />10 maintenance activities; potential funding for pathways in conjunction <br />11 with bonding andlor endowments for the Parks and Recreation De- <br />12 partment; stormwater management and mon�toxxng of underground <br />13 systems and initial flow regulation and volume reduction projections; <br />14 and options fox and technological advances in remote meter reading. <br />15 <br />15 Parks and Recreation Department <br />].7 Parks and Recreation Department Director Lonnie Brokke noted that <br />18 the operating divisions included Administration, Park Maintenance, <br />19 Park �mprovements, Recreation (fee and non-fee}, Nature Center, <br />2o Go1f Course, Ska�ing Center, and Activity Centers (Brimhall, com- <br />21 munity gymnasiums, and Fairview), along with the City Hall com- <br />22 plex. <br />23 <br />24 Specific discussion included increasing use of the City Hali campus <br />25 by community groups for meeting space; consistent sta.ff retention; in- <br />26 creased competition fo:r sponsorships and contributions; development <br />27 and initiation of a Park and Recreation System Master Plan and proc- <br />28 ess; expansion o� department marketing strategies; development of an <br />29 overall system and business plan; and alternat�ve energy source op- <br />30 tions. <br />31 <br />32 Community Development Department <br />33 Community Development Director John Stark noted that the entire <br />34 department was an Enterprise Fund, with no funding pxovided by the <br />35 Genexal Fund Levy. Mr. Stark noted that operating divisions included <br />36 Planning, Economic Development, Geological Information Services <br />37 (GIS), and Code Enforcement, with the department primarily funded <br />38 (95°l0) by building permits, land use applicafion and license fees. <br />39 <br />
