City Council Study Session Monday, Jnly 16, 2007 P�ge 17 1 College; Brian Humphries, Facility Manager at Northwestern College; 2 and Dick Thompson of TKDA Consulting Engineers. 3 4 Jay L�ndgren 5 Mr. Lindgren reviewed the process to-date and actions taken by the 6 applicant since the Planning Commission Public Hearing and public 7 comments; and reviewed the four (4) areas affecting the PUD. Those S areas were related to elimination o� one parking structure {Building 9 # 19); reiocation of the new dorm building (building #24} southeast io 10 the other side of the existing dormitory (building #9}; and re- ].1 engineering of the main paxking ramp {building #23); along with in- 12 ternal road impacts. 13 14 Mr. Lindgren noted that this was a land use approval related to zoning 15 and not a Site Plan review; and provided several graphic displays of 16 various building locations, and the design of the proposed architectur- 17 ally-pleasing parking structure to show its integration with the campus 18 and topography of the land. i9 20 Mr. Lindgren advised that changes were made to the proposed plans 2� following comments of .Arden Hills and Roseville neighbors and 22 noted the applicant's attempts to provide more screening on the east- 23 ern edge of the campus to alleviate concerns. 24 25 Councilmember Pust noted that additional screening had been in place 26 in the past, but that s�orm damage over a number of years had reduced 27 that screening. 28 29 Councilmember Kough asked about an access on the north of the 30 campus in Arden Hi�ls. 31 32 Mr. Lindgren responded that pending approval by the City of Arden 33 Hills was conditioned that no outlet would be allowed on the north 34 end. 35 36 Councilmember Ihlan expressed concern asked for a s�atus report on a 37 PUD Agreement, and whether that agreement would be completed 38 and made available io the City Council for adequate review prior to 39 the August 13, 2007 meeting.
