wwkw SH"L+E <br /> REQUEST FOR COUNCIL ACTION <br /> Date: 10-08-12 <br /> Item No.: <br /> Department Approval City Manager Approval <br /> Y <br /> Item Description: Approve LHB Consulting as Lead Consultant for the Park and <br /> Recreation Renewal Program <br /> 1 BACKGROUND <br /> Aga On November 3rd, 2010 the City Council adopted the Parks and Recreation System Master Plan. <br /> On July 11th, 2011, the City Council authorized a $19,025M Park and Recreation Renewal <br /> 5 Program(PRRP). <br /> 6 <br /> 7 On January 9, 2012, the City Council authorized the staff to work with Arizona State University <br /> 8 (ASU) to implement the Best Value Procurement Method for the PRRP. <br /> 10 The PRRP was on hold until the y litigation was cleared on Jul 23rd 2012. <br /> g , <br /> 1 <br /> 2 The first step to the implementation process is to select a lead consultant for a scope as follows: <br /> 13 * Coordinate planning efforts in concert with the community and city staff <br /> 14 • Review projects, costs, staging of improvements and implementation schedules <br /> 15 . Facilitate public meetings during the planning phase <br /> 16 • Create detail concept plans for parks and facilties <br /> 1 7 . Develop system wide design and contruction standards <br /> 18 i Assist in the selction of sub-consultants <br /> 19 • Assure consistency with the adopted system wide master plan <br /> Ail <br /> 2'� A Request for Proposal (RFP) was prepared using the ASU Best Value Procurement format and <br /> 22 language with final City Attorney approval. <br /> 23 <br /> 24 On July 25th, 2012 the RFP was issued to (19) known qualified firms and was posted via the city <br /> 25 web site, McGraw Hill plans exchange and other web sites. <br /> 26 <br /> 27 On August 81h , 2012 a mandatory pre-proposal education/training session was held for any and <br /> Aga 8 all interested firms. <br /> Ada 9 <br /> 30 On August 20th, 2012, six proposals were received. The Best Value Procurement selection <br /> ",r 1 process began with a five member evaluation team made up of staff from Parks and Recreation <br /> 32 and Public Works and a representative from the Parks and Recreation Commission.
