Rochester Code <br /> 24 . RECREATION PROGRAM <br /> 24 . 01 . Recreation Under Park Board. Subdivision 1 . The park <br /> board is assigned the function and responsibility of developing and <br /> administering the recreation program and activities of the city. In <br /> performing this function and responsibility, the park board shall <br /> have the powers and duties set forth in this section . <br /> Subd. 2 . The board may develop, organize, promote and <br /> administer a comprehensive, coordinated public recreation program for <br /> the city. For the purposes of this chapter the term "recreation" <br /> shall be construed in its broadest sense and shall include both <br /> physical and mental recreational activities of all types and for all <br /> age groups and courses of instruction therein . <br /> Subd. 3 . The board may arrange with the board of education of <br /> school district 596 and the County of Olmsted and other public and <br /> semi-public authorities and private persons, for the use of their <br /> facilities in connection with the recreation program. <br /> Subd. 4 . The board may negotiate, develop and recommend to the <br /> council for execution, cooperative agreements and contracts with <br /> other public and semi-public authorities and private persons which <br /> will promote and enhance the recreation program or provide for the <br /> furnishing of facilities or the rendering of service in connection <br /> with the recreation program. <br /> Subd. 5 . The board may accept gifts and bequests for the <br /> benefit of the recreation program. <br /> Subd. 6 . The board may incur obligations for commodities and <br /> services to the extent authorized in its budget by the council . <br /> Subd. 7 . The board may establish such positions and employ <br /> such personnel as it deems necessary, within the means provided in <br /> its budget, to carry on the recreation program and activities . <br /> 24 . 02 . Recreation Board Abolished. The recreation board of the <br /> city and the position of recreation director are abolished and all <br /> assets, funds, rights and obligations of the recreation department <br /> are transferred to the park department of the city. <br /> (1411, 8/7/67; 1023, 4/20/59) <br />
