� <br />�J <br />� <br />LJ <br />� <br />6� <br />C_..1 <br />� <br />� <br />F�nctions Not Recommended for Consolidation Under Pronosal I <br />AUCTIONS - While vehicles and other seized property could be auctioned by e central unit, <br />the committee believed that no significant savings would be realized over inunicipality- <br />sponsored disposais. <br />BICYCLE PATROL - This function is typically performed by non-sworn and volunteer local <br />agency personnel with a strong emphasis on public relations. Bicycle patrol, if conducted by <br />sworn personnel, does not seem to necessitate consolidation. <br />CRIMINAL INVESI'IGATIONS GENERAL - The routine procedural format of such inves- <br />tigations seems not to vary to the extent of requiring highly specialized training by topic. <br />Hence, continuation of this activity as a local function appears warranted. <br />CIVIL ATTORNEY - Whi�e criminal prosecution would be consolidated, the cities in the <br />county would need to retain their own city attorneys for civil matters. <br />�RIME PREVENTION - It was felt that the inherent local agency recognition would be lost <br />by aggregating such a high-profile public relations function. <br />D.A.R.E. -This function is a source of local pride and agency acclaim, garnering kudos from <br />schools and parents, vvhile acting as a prominent model of effective law enforcement <br />outreach to the community. Consolidation of the activitywould diminish what has typically <br />become the center-piece of many agencies' public relafions efforts. <br />EXPLORERS - This unit is intended to assist youngsters in gaining insight into the law <br />enforcement profession, so that a subsequent career choice will be an informed one. Local <br />affiliation allows those youths to serve in the communities in which they �ive, and to become <br />more aware of local problems and issues. <br />� HOLDING CELLS/BRANCH COURT DETENTION-Presently, the absence of holding cells by <br />many iocal agencies does not appear to be materially affecting arres# processing. Tjipically. <br />offenders are transported directly to the Ramsey County Jail Annex without the need for an <br />� interim detention at the local facility. And, while holding cells would be useful at the <br />suburban locations where court proceedings are held, that service is within the province of <br />the sheriff's office, rather than a responsibility of the local jurisdictions. <br />� <br />� <br />EMPLOYEE BENEFITS - Since individual agenciea have a wide range of coverage leveis, <br />reconciliation af differences to achieve a larger pool of covered employees, appeared <br />impractical in lfght of differing cantract packages and separate exclusive bargaining agents. <br />TNTERNAL AFFA�RS - This function is occasionally performed by one agency on behalf of <br />� another to enhance the appearance of objectivity. However, that appearance is regarded as <br />more apparent than real, and loss of local control is felt to adversely affect contextual <br />considerations. <br />� <br />� <br />� <br />INTOXILi.'��R OPERATION-Inthe case of agencieswithoutthe necessaxyequipment, inter- <br />city sharing of equipment and operatora is appropriat�. However, since most agencies <br />presently have the required equipment and trained operators, centralization wou�d have the <br />effect of increasing processing time without any significant savings. <br />�t7 <br />
