� <br />� <br />� <br />INVESTIGATIONS (JLNENILE) - The rationale noted regarding general investigations is <br />applicable here, with the additional observation that such activity requires a close working <br />reiationship wi#h schools and other localized groups. Therefore, this activity seems particu- <br />larly suited to local delivery. <br />LEGAL LTNIT - A separate legal unit was felt to be unnecessary, since criminal and civil <br />� matters would be referred to the appropriate attorney. Legal decisions concerned in either <br />field should be made with the consultation of the appropriate attorney's office. <br />� LOCKOiTTS - Although many tow companies already provide this service, it was felt #hat <br />continuation of the activity at the local level was a source of good agency public relations. <br />� PARK PATROL - Some agencies perform this fi�nction themselves, while others da so in <br />conjunction with the sheriff's office. Service demands do not seem to indicate a benefit in <br />specialized patrol administered centrally. <br />� <br />� <br />PERSONNEL -A central source for recrui#ment of personnel appeared to be less appropriate <br />in tailoring hiring to meet local needs and concerns. <br />PR{�PERTX/EVIDENCE CONTROL - It was felt that the cost savings entailed in centralizing <br />this function was not justified in comparison with the attendant administrative difficulties <br />in reconciling the many different local practices in this area. <br />PUBLIC TNFORMATION - The volume and scope of most inquiries and announcements is <br />not at a level at which consolidation could be expected to materially enhance efficiency in <br />the delivery of the service. <br />� RECORDS (LOCAL� - In the absence of a centralized, fully computerized system with <br />immedia#e reproduction capacity far satellite terminals, iacalized record retention is <br />essential for case processing and administration. <br />� <br />� <br />RESERVES - This unit is charterEd specifically to support line operations of local agencies, <br />and must therefore, be specially attuned to local differences in procedures and practices. It <br />is also an important source of local support, by recruiting area citizens who then become <br />advocates for the agency among the community. <br />SNOWMOBILE/ALIrTERRAiN VEHICLES - Specialized vehicles are presently available for <br />� inter�ity cooperation through local agencies. Service demands do not indicate the need for <br />en►hanced equipment acquisition or personnel resources at this time. <br />� <br />� <br />� <br />� <br />�1 <br />VICTIM/WITNESS ASSISTANCE - While increased assistance for misdemesnor and gross <br />misdemeanor crime victims znay be indicated, that function can be maintained at the �ocal <br />level as an ancillary service as part of case follow up and prosecution. <br />WATCH PROPERTY-This is a funrtion tailored to the needs of the local community. the task <br />typically being performed by non-sworn and volun#eer personnel. Accordingly, no cost <br />reduction is apparent by consolidation of this activity. <br />�� <br />
