I�, B. Boards &'Commissions <br />1. Planning,Commissian <br />The Planning Commzssion was established on April 75, 1955 <br />` to plan for the physical development of the then VilZage and <br />to recommend a zoning plan. The Cammission is charged with <br />reviewing the Comprenensive Development Plan and hears matters <br />on the fo�lowing procedures: <br />Rezoning Applications, Special Use Permits, <br />Vacation of Right-of-way, Preliminary and Finai <br />Plats, Division of platted lots, relocations of <br />d�rrellinas, Variar�ce to the zoning ordinance; and <br />assists the City Council in an advisory capaci�y. <br />The P]anning Commissian meets on the first blednesday of each <br />month at 7:30 P.M. in the City Ha17. There are seven members. <br />appointed by Council. The Assistant City �Ianager serves as <br />the Commission's secretary. <br />2. Numan Rights Commission <br />7he Human R�ghts Commission gathers data on reported discrim- <br />ination in employment, hausin�, public accommodatians, pubiic <br />services fl r education. It �s charged wi�h assisting the State <br />Repartment of Fluman Rights to implement the Nlinnesota Human <br />Rzgh�s Act, advising the City Council on lonu-range proqrar�s to <br />improve community relations in the City and advising City <br />officials of human relations and civil rights probiems. There <br />,� are ten members who serve for over7apping 3-year terms. <br />The Human Rights Corimission has a membership of ten appointed <br />by the Counci7. They r�eet the secand Tuesday of each month. <br />The Adminis�rative Assistant serves as the secretary. <br />3. Police Civil Service Commission <br />The Police Civil Service Commission was farmed on October 22, <br />1956. A volunteer Police Department was established in March, <br />1954, and subsequently �rhen a fu17 time department was engaged, <br />the Police Civii Service Commissian was farmed to compZy with <br />Minneso�a Statu�es, Chapter 419. The Commission is responsibje <br />for the employment, promotion, discharge and suspension of <br />police department personnel. <br />The Corrnni ss i on does not mee� on a regul ar bas � s, but when i t <br />is found necessary and essential to the business at hand. <br />There are three members appointed by the Mayor. <br />4. Parks and Recreation <br />The Parks and Recreation Committee was created by Council on <br />�uguSt 12, 1958. Its purpose is to survey the recreation needs <br />of the City and p�an a worthwhile recreation program for the <br />citizens of Roseville. There are ei�ht members an the board wha <br />serve terms of three years. <br />-23- <br />
