C. D�PARTMEN7 EXPLA�ATIO� <br />1. Administration Depariment <br />The Administration Department is headed by the City Manaaer and has <br />� a staff of four persons. The department coardinates all C�ty activities, <br />prepares and submits the annual City budget and keeps �he Council informed <br />on all matt�rs that affect the City. In addition, the Manager's office <br />administers the City's personnel and purchasing functions and guzdes <br />the Czty's development. <br />Flections. There are nine voting precincts in Rosevil�e. Palitical <br />partT bmit nominations for election judges to the Ramsey County <br />Auditor who in turn provides the list to �he City. From that list and <br />any other volunteers the City Council appoints the Election Precinct <br />Chairpersons, judges and alternates. A list of tne 1Q8� £Zection �udges <br />is cantained in the roster section. <br />City Manager. As chief executive, plans and coordinates the adminis- <br />tration of municipal gavernment in Rosevil7e and interprets and executes <br />ordinances and other directives of the City Council, provides recammend- <br />ations with supportative data to the City Council as a guide to its policy <br />making role. <br />Assistant Cit Mana er. Participates with the City Manager in the <br />eve opment and direct�on o� administrative services to permit the <br />Manager ta concentrate on key matters requ�ring the attention af the <br />Manager. Provides administrative support as staff Planning Administra- <br />tor, directs Central 5ervice funct�ons af the City and administers <br />municipal electians. <br />- Administrative Assfstant. Administers the personae7 function for the <br />ity an campl es ata and gathers supporting information and develop- <br />ment of the City budaet, <br />Administrative Secretar . Provides receptionist, secretarlal and clerical <br />services to � e City anager, Assistant City htanager and Administrative <br />Assistant. <br />2. Finance Department <br />The Finance Qepartment is responsib�e for th,e accounting of all City <br />financia] transactians, billing for se��er and water charges, receipts <br />and deposits all monies receive� by the C�ty, administers the bonded <br />indebtedness and investment of idle fu�ds. <br />The Deputy Registrars Office, which began operating in �uly, �970, is <br />available to all persons for the purpose of motor vehicle registration, <br />and transfer of ownership on all types of vehicles. � service fee of <br />$1.5Q is charged on each motor vehicle transact�on which is retained by <br />the City. In March of 1977, the office was also responsible for regis- <br />tration and lic�nsing of bicycles. <br />The Deputy Reg�strar office is aiso responsibTe for issuing all cor- <br />parate business Zicenses for the City. <br />-24- <br />
