The Attorney attends City Counci7 r�ee��ngs and any <br />other meetings upon request of the City P�anac�er. For the services pro- <br />vid�d, the Attor�ey receives a monthly retainer. <br />B. P7anning Consuitant. Since the City daes not have �ts o►en in-house <br />pl anni ng department, Rosev� 11e has reta�rted ti�e f� rm of Ho��vard Dahl qren <br />Associates to serve as pianning consultants. P9r. Dahlgren maintains <br />scheduled office hours at the City Ha71 each 4�lednesday morning, at <br />which time potential p7annin� applica�ions are reviewed and sugoestions <br />made. In addition, the consultant prepares reports for the Pianning <br />Commissian, Ciiy Council and staff as reques�ed. 7he Consultant also <br />attends PTanning Commission mee�inqs. For these services, the consultant <br />recei ves a month7y retainer. <br />C. Consulting Enqineer. The firm of Shor�-Elliott-Ilendrickson Associates <br />has done work for t�e City since the �950`s. They are retained an an <br />as-needed basis to prov7de techn�cal and professional services on pro- <br />jects that are out flf the ordinary in either size or scope. They are <br />also used when the work ioad af City sta-F-F prevents additiona7 worfc <br />frar� being undertaken in a timely nanner. Ar,reements are negotiated <br />for all of the Zarger scale activities, ei�her rautinely vrith this <br />consu7tant, or after interviews wi�h other fzrr�s. �do retainina fee is <br />paid the firm and their fees fluctuate, depending upon how r�uch and <br />what type of work they are performing for the City. <br />D. �abor Relations Consultant. Llith the nrowing trend of union�zation <br />among pub7ic empToyees, the City has retained the services of Labor <br />Re7a�ions Associates to assist the C�ty in its con�ract negotiations <br />and administration. The consultar�t provides technicai assistance in <br />the areas of negotiations, campensation, contract languac�e and griev- <br />ance handiing. In addition, the consultant part�cpates �n the <br />Metropolitan Area �1anagers` joint negotiations. <br />E. Sanitar7an. The City's environr�ental heaTth consultant is reponsible <br />for routine health inspection of �he City's cars�mercia7 facilities, <br />particular7y restaurants. Tn addi��an, the sanitarian responds to <br />citizen compiai�ts and provides training sessions when necessary. <br />ldalter Jopke has served in this capacity for the City �or a number of <br />yea rs . <br />-27- <br />
