The City Attorney represents the City in a77 legal actions, provides 7egal advice to the Ciiy Council and its administrative staff, and prosecutes cases on behalf of the Ci�y before the County Court. The Attorney attends City Counci7 r�ee��ngs and any other meetings upon request of the City P�anac�er. For the services pro- vid�d, the Attor�ey receives a monthly retainer. B. P7anning Consuitant. Since the City daes not have �ts o►en in-house pl anni ng department, Rosev� 11e has reta�rted ti�e f� rm of Ho��vard Dahl qren Associates to serve as pianning consultants. P9r. Dahlgren maintains scheduled office hours at the City Ha71 each 4�lednesday morning, at which time potential p7annin� applica�ions are reviewed and sugoestions made. In addition, the consultant prepares reports for the Pianning Commissian, Ciiy Council and staff as reques�ed. 7he Consultant also attends PTanning Commission mee�inqs. For these services, the consultant recei ves a month7y retainer. C. Consulting Enqineer. The firm of Shor�-Elliott-Ilendrickson Associates has done work for t�e City since the �950`s. They are retained an an as-needed basis to prov7de techn�cal and professional services on pro- jects that are out flf the ordinary in either size or scope. They are also used when the work ioad af City sta-F-F prevents additiona7 worfc frar� being undertaken in a timely nanner. Ar,reements are negotiated for all of the Zarger scale activities, ei�her rautinely vrith this consu7tant, or after interviews wi�h other fzrr�s. �do retainina fee is paid the firm and their fees fluctuate, depending upon how r�uch and what type of work they are performing for the City. D. �abor Relations Consultant. Llith the nrowing trend of union�zation among pub7ic empToyees, the City has retained the services of Labor Re7a�ions Associates to assist the C�ty in its con�ract negotiations and administration. The consultar�t provides technicai assistance in the areas of negotiations, campensation, contract languac�e and griev- ance handiing. In addition, the consultant part�cpates �n the Metropolitan Area �1anagers` joint negotiations. E. Sanitar7an. The City's environr�ental heaTth consultant is reponsible for routine health inspection of �he City's cars�mercia7 facilities, particular7y restaurants. Tn addi��an, the sanitarian responds to citizen compiai�ts and provides training sessions when necessary. ldalter Jopke has served in this capacity for the City �or a number of yea rs . -27-
