� <br />Bepartment: Finance <br />Policy Title: Control and IIan�ling of Receipts <br />Background StateMent:. The Caty xeceives money daily and de�osxts these <br />monies to three different banks. Self insurance £iuid and bond construction <br />fund are each deposited to separate banks, and all other monies received <br />are deposited to the third bank. Money is received at the City IIall £or <br />the utility billing, and alI other receipts, except for off-sale liquor, <br />Ice Arena, Golf Course, anct Recreation �ees. <br />Because the monies the City recezved are denosited in three banks and come <br />from a number o£ di£ferent locations and source, there is a continuing need <br />to review the �rocedures in handling these receipts so that sound fiscal <br />control is main�ained. <br />Policy Statemeni: Saun� fiscal control is necessaxy in the hand�ing of <br />receints to insure that the �onies xeceived from the various sources are <br />propexly accounted for on the City?s recor�s, includin� monthly xeconcilia- <br />tions of aIZ bank accotmts and the annual audit; ar_d then promPtiy denosited <br />in the bank. The Finance Department is continually reviewing the control <br />and hand�in� o� receipts, as the sources of receipts and the number of <br />depositories r►ay change to insure that so.und fiscal con�rol of al� monies <br />is maintained. <br />Procedure 5tatement: Off-sale liquo� sales are recorded by cash re�;ister <br />as each sal.e is made. The total day's receints are Put in a vault overni;ht, <br />and the next morning, the cash re�;istex is cleared and the denosit is done. <br />Liquor Store personneZ then take the rioney to the bank for de�osit and brin� <br />the cash register tapes and the cieposit slips to the Fznance Department for <br />review and entry on the City's records. <br />The Recreation Department xeceives ali the £ees �or the activities they <br />snonsor. These £ees are recorded by cash re�istex, and each ni�ht �re <br />nut in the vault. T'he nexi morning„ the cash register zs cleared and <br />the d.enosit is vrepared, The deposit a.nd cash re�ister fiapes are <br />brought to the City Hall, and a deposit slip is made anc� the money is <br />deposzted the same day. <br />Gol.f Course mon.ies are recorded by cash reaister as p,reen fees, and oiher <br />sales are made. The cash re�ister is cZeared each night, and the deposit <br />is done and taken to the bank and put in the night de�os�tory. The next <br />c�ay, the denosz� slin and the cash register rapes are brou�ht to the <br />Pinance Departr.ient by a golf course emr�Ioyee for review ancl entry on �he <br />Ca.�y records. <br />Ice Arena taonies are recoxded by cash xegister and on a special denosit <br />form which is used f_or hockey �ames. The to�al day's xeceirts are �ut <br />in the vault at nzght, and the next rtorning, the cash re�isters are <br />cleared, and if a hockey �ame was played, the deposits for each are <br />done and brou�ht to the Fina.nce Denartment by the Ice Arena Personnel. <br />These denosits axe taken to the hank by the Police Departm.ent tiaith the deposit <br />frori the City Hall. The Finance Depaxtment reviews thc dePosit information <br />£or entry on the Ci��'s records. <br />
