Control and Handlin� of Rece�pts <br />-2- <br />T'he h�otox Vehicle re�istration tax, includin� the service charge which <br />is set by State law, is denosited in tofial each day to a separate City <br />ban� account. Every day, the tota2 monies due the State are transferred <br />by check to a State oi Minnesota bank account. The service charge <br />belongina to the City is transferred to the City records on a monthly <br />basis . . <br />Sanitary Sewer and Water Utility bills are mailed each r�onth on a cycle <br />basis to three different areas in the City. Bilis are sent oirt by the <br />fifth day of each r�onth and axe due on the last day of the month. 'I'he <br />bills can be paid at the City Hall or by mail. If thc biJ.l is not paid <br />on tir�e, a ten (10) percent �enalty is added to the amount due w�en the <br />next billing zs processed, The monies are receipted in on a cash <br />register at the Czty Hall and recorded on a separate key, so each day <br />the money received can be balanced to the register cancelled utility <br />bills. The paid biZls are then �;iven to the Utility C].erk who records <br />the total daily payments by day, and a.t the end of each month, the <br />individual payments are sent ta the Data Processing to undate the <br />accounts sti11 receivable and the accounts paid in each billin� area. <br />During the second month af�er the last bills were sent, a past-due <br />notice is maaled to all delznquent acco2ints. Past due accounts on <br />City water are pxompted to pay by the possibility of their water being <br />shut o££. [Itility bills past due in Septenber of each year are <br />� certiiied to Ramsey Countv for collection on the an:�ual p�onerty <br />tax settlement. <br />All other money received by the City is receiptec� in by the cash regzster <br />on a separate register key from the utility bills. All receipts are <br />recorded on a special fo�-r.! for the cash re�istex. Late each afternoon, <br />the cash re�ister is cleared by �inance personnel, and the Cashier pxepares <br />the deposit. The de�osit information and r�oney is then brought �to <br />Finance, and this denosit, alvng with the Tce Arena, Recreation, and <br />Motox Vehicle deposits are taken to the bank that same a�ternoon by t�e <br />police. <br />Authari.ty: State Law, Ord.inance, -.�anance De�artment nolicy. <br />
