Dcpartment: Public Works <br />Policy Tit1e: Street Plaintenance <br />Background Statement: The City's street systeM is 80o roadmix sur�aces <br />and 20o machine-paved which was donc in fi he 1960's. The system is decaying, <br />and upgrading of the roadmix streets does not appear to be eminent. Past <br />maintenance emphasis has been on surface patching of the roadmix stxeets. <br />A continuation of this system will resu�t in a much more rapid deterioration <br />of the machine-paved streets than necessary, and not maximize their useful <br />service. Attempting to keep the roadmix surfaces patched toge�her will <br />increase costs considerably in the fu�ure, particularly in areas of bad <br />base material and poor dxainage. <br />Policy Statement: A reprioritized street maintenance system is being <br />initiated to emphasize better ap�roaches to the machine-paved streets <br />through more effective and frequent sealcoating and revising and gatching <br />technique. The approach to roadmix streets would be to apply sealcoating <br />more frequently and rapair bad base locations via a several year program <br />with areas having storm sewers given prioxity. <br />Procedure Statement: AlI long-ternt patching on machine-layed pavements <br />wz1l be done with materials and techniques comparah�e with the original <br />paving. A11 such streets will be chip-s�aled.over a 5-year periad, <br />and the program continued based on the evaluation o£ results obtained. <br />The roadmix stxeets would be seal-coated aver a 5-year period, with the <br />more expensi�e chip-seal used on areas having good base and storm <br />sewers, and sand sealing bein� used on the o�hers to lessen expenses. <br />A program of repairing the bad base locations will continue until the <br />problem is minimized. Przority will be gaven to locafiions having storm <br />sewers to maximize effectiveness. <br />Authority: There is no statutory or other authoxity for this progra�. <br />It is implemenied through the provisions in each yeax's budget to �ay <br />for the cost of the manpower, e�uipment, and matierial to carry out the <br />policy. <br />Council aPProvc� 9-26-77 <br />
