SUMMARY <br />This report, prepared by Roseville's Pipeline Safety Advisory Task Force, is but one part of <br />the City's Vista 2000 (a blueprint for Roseville in the 21 st century) program. <br />The three putposes of this repori are: <br />♦ A gathering of information regarding the three major pipelines, two major pipeline <br />terminals, govemmental units, and regulatory agencies impacting safety, pipelines, <br />and pipeline terminals in our community. <br />♦ lden#ification of areas of poter►tial hazard to the public, the environment and, areas for <br />pubEic education. <br />♦ A presenta#ion of a series of findings and recommendations the Task Force believes <br />will enhance the safety of our resicients and the general pubfic who work in anc! visit <br />our community. <br />The City has, within its bordErs, three major pipelines and two large pipeline terminals. Two <br />pipelines #ransmit petrofeum products in and out of the pipeline terminals, which serve as <br />storage and dispensing facilities. The third is a natural gas transmission pipeline. <br />Wilfiams Pipe �ine Company curren#iy o�vns and operates a 12 inch pipeline, an 8 inch <br />pipeline and 36 storage tanks in the City. Two original fi inch pipelines, now abandoned, <br />were installed dUring 1932 and 1938. The storage tanks were erected during the period <br />1932 to 1952. <br />Block (shut-off) valves are iocated at tF�e William's pipeline terminal and in the pipelines at <br />varying d�stances from the terminal_ The closest �alve, manually operated, in the 12 inch <br />pipeline is located in Maplewood_ The cfosest valve in the 8 incf� line is located in New <br />Brighton and is electrically operated electrically with remote control. <br />Amoco Pipeline Company currently owns and operates a 10 inch pipeline and an 8 inch <br />pipeiine in the City. Amoco Oif Company owns and operates 12 storage tanks in the City. <br />The pipelines were instafled during 1947. The storage tanks were erected during 1946 and <br />1971. <br />Block valves are located at the Amaco terminal and in the pipelines at varying distances from <br />tt�e City. The closest valves, in both the 10 inch and 8 inch pipelines are operated <br />electrically with remote control. The closest valve in the 10 inch line is located immediately <br />east of Roseville's eastern border. The closest vakve in the 8 inch fine is located in <br />Minneapolis where the line crosses the Mississippi River. <br />Northern States Power Company {NSP) owns and operates natural gas transmission and <br />distrtbutian pipelines throughout Roseville. NSP brought natural gas to Roseville in 1954. <br />The transmission pipeline carries natural gas at 175 pounds per square inch gage in a 20 <br />inch pipeline from St. Paul along Rice Street to County Road B where it joins a 20 incY� <br />pipefine from �ake Elmo. The two pipelines are pressure regulated by equipment installed in <br />
