a"bungaiov�' building at the intersection of Rice Street and County Road B. A 1fi inch <br />pipeiine then continues westerly in the southem boulevard of County Road B to Hamline <br />Avenue. At this location, the pipeline size is �ed�ced to 10 inch. This 10 inch pipeline is <br />located in the westem baulevard of Hamline Avenue to Roseville's northern and southern <br />borders. Block valves and over pressure relief devices are installed and located at varying <br />distances along this pipeline. <br />NSP Company's gas distribution system with pressure regulators, block valves, aRd o�er <br />pressure relief devices are instalfed throughout the City. This distribution system provides <br />natural gas to all users in the community. <br />Representatives from Williams Pipe Line Company, Amoco Pipeline Company and Northern <br />States Power Company met with members of the Task Force to disc�ss and answer <br />questions regarding facilities and operation. T�ese representatives atso completed the Fact <br />Sheets (Chapter 4) containing much detailed informatian regarding their facilities. <br />The Task Force also met with representatives from the State of Minnesota, Ramsey County, <br />oiher municipaiities (fire chiefs), and industry_ These are given in Table A. <br />Technical topics explored and described in this report include: U.S. Department of <br />Transportation Pipeiine Safety Regulations, API Standard 653, Applicable Fire Codes, <br />Storage Tanks, Cathodic Protection, 'Smart Pig' Tool, Hydrocarbons, Block Valves, and <br />Firefighting Foams. <br />Misce�laneous topics reviewed in the report inc[ude: Right-of-Way Easements, <br />Encroachment, Line Markers, Setback Ordinance, High Voltage Electric Transmission Lines, <br />Electric Substation, and the CAER Program. <br />PhotogTaphs, maps and diagrams malce up an impartant part of the report to assist the <br />reader to undersiand the various systems and their parts. <br />There are 32 recommendations for action by the City Council and/or the City Manage�. The <br />recommendations range from public education, inspection, encroachment, emergency <br />notification, line markers, block valves, evacuation plans, fire drills/exercises, fire-fighting <br />equipment and foam, incident repo�ing, CAER program, setback ordinance, a�d r!ew <br />technology. <br />Task Force members were asked to rank, in the order of importance, the six <br />recommendations they considered most critical.
