MnQPS has the authority to <br />issue civil penalties for violaiion of Minnesota pipeline laws. !i aEso acts <br />as the enforcement authority for the Gopher State �ne-Call program_ <br />The Federal Office o# Pipeline Safety enforces Federal Pipeline Safety <br />Regulations and administers the federal drug and alcohol testing <br />program. <br />MnOPS assists local governments in developing emergency response <br />plans anci conducts an aggressive public education program through <br />public speaicing opport�nities, the state iair exhibit and participation on <br />committees such as the Metropolitan Utility Coordinating Committee and <br />the Central Utilities Coordinating Committee. <br />B.} Division of Emergency Management <br />This Division within the Minnesota Department af Public Safety, <br />coordinates and oversees the effectiveness of emergency planning, <br />response and mitigation of natural, technological, radiological, and civil <br />emergencies including pipeline incidents. It encourages and assists witt� <br />emergency planning and coordinates a state response if requested. It <br />also proposes changes in regulaiions from suggesfions brought by <br />pipeline owners, the public, or agency personnel. The D�vision has ar� <br />emergency operations center located ir� the Sta#e Capi#ol where incider�ts <br />are repo�#ed and passed on to other State agencies such as MnOPS, <br />MPCA, and the Fire Marsha!'s office. <br />C.) State Fire Marshal's Office <br />The Minnesota State Fire Marst�al's Office oversees National Fire <br />Protection Association and Minnesata Fire Prevention rules and <br />regulations as they apply to a variety of �ire prevention issues, incfuding <br />pipeline terminals in Minnesota. The State of Minnesota adopts the <br />Uniform Fire Code and enforces the standards set forth. <br />fi� <br />
