The State Fire Marshal's Office reviews plans tor flammable and <br />combustible liquids and gas installations subject to Fire Marshal ruies. <br />5.) Minnesota Pollution Control Agency {MPCA) <br />This State agency proposes, issues, and enforces rules and regulations <br />regarding spills, lealcs and clean up of pipeline incidents, both interstate and <br />intrastate, and incidents involving spilis, leaks, and clean up at pipeline storage <br />facilities. It also enforces U.S. Environmentai Protection Agency rules and <br />regulations under interagency cooperation agreements as permitted by law for <br />state and federal agencies. MPCA dces issue permits for pipeline facilities, but <br />specific permit rules have not yet been adopted. The Tanks and Spiils Section <br />regufates the use of petroleum and certain chemical storage tanks as well as <br />addresses the results of tank #aifure. This section includes the spills response <br />and above ground permit programs. <br />8.) Gopher State One-Call (GSOCj <br />Gopher State One-Cal! provides a damage pre�ention service in Minnesota. <br />State Statute 21fi D requires anyone planning to excavate using power driven <br />equipment to notify GSQC at ieast 48 hours (excluding weekends, holidays, or <br />emergencies) in advance of starting to dig. Even when hand digging, a person <br />is encouraged to calf GSOC if he/she is unfamiliar with the location of buried <br />utiiities. <br />GSOC takes detaiied information from callers who are planr�ing excavation work, <br />proces�es it �n a�omputer, and notifes undergrour�d �4i�ifiy operatars that may <br />have facilities in the described work area. These underground utifity operators <br />dispatch locators to matk (with the appropriate colors) the locatior� of their <br />underground utifities. <br />By law, underground utiity operators have 48 hours to mark their underground <br />utilities_ Underground utility operators do not have the responsibility to mark any <br />private utilities. Therefore, care should be exercised anytime digging takes <br />place. <br />The person who is doing the work is responsible for calling GS�C. [f the <br />homeowner does his or her own excavation work, the homeowner is responsible <br />for caEiing GSOC. If #he homeowner hires a contractor to do the work, the <br />conkractor is responsible for calling.
