Recommendation <br />1.10 The City sho�ld persuade the pipefine companies to add a"Cail 9� 1 fn <br />the Event of Emergency" sign at each line marker location and other <br />above grade equipment installations. 911 is the offcia! emergency call <br />number in Minnesota. <br />Finding(s) <br />♦ Nort�em States Power Company's pipeline line markers are installed <br />infrequently and inconsistent!y atong the route of its natural gas transmission <br />iines in the City. The route is in the boulevards of Rice Street, County Road B <br />and Hamfine Avenue. Many of the line markers are old, in poor condition and <br />are attached to utiiity poles. <br />� Pipeline Safety Regulations require line markers at speci�c locations for natural <br />gas mains and transmission �ines. However, certain exemptions are permitted <br />where there is a damage preveniion program in effect. Minnesota's Gopher <br />State One-Call Program is a damage prevention program. <br />Recommendations <br />'i _ 11 The City of Roseville should persuade Northern States Power Company <br />to install additional line markers alang the gas transmission line route. <br />Line markers should be of the post mounted type and placed at regular <br />intervals along the route. Proper#y line locations should be given <br />consideration. <br />1_ � 2 The Task Force recommends line markers be installed where operating <br />pressures are 60 pounds per square inch or more. <br />Finding(s) <br />♦ Block valves are located in the three major pipelines at irregular intervals. Some <br />of the valves are manualfy operated, others are electrically operated_ Manually <br />operated block valves require tha# an individual be dispatched to the valve <br />location in order to operate it. Electrically operated block valves can be <br />aperated firom a remote location. <br />♦ Roseville's iow elevation allows petroleum products to back-flow from outlying <br />areas when pump pressure is removed and block vafves are open_ <br />8-5 <br />
