Whenever the City Manager deems it necessary to reduce the total number of officers force <br />or reduce the number of officers within a specific classification, the City Manager shall <br />notify the Commission in writing giving the number of posiiions in each job class to be <br />vacated or reduced in rank. Thereafter, the Commission shall furnish the names of the <br />officers to be laid off or reduced in rank. The order of layoff or reduction in rank shall be <br />based upon seniority in the job class with the officer lowest in seniority in rank laid off or <br />reduced first. For purpose of payoff, there are only three job classes: Police Officer, <br />Investigator and Police Sergeant. Where possible, this seciion shail be interpreted I a <br />manner consistent with appIicable collective bargaining agreements. <br />The names of Officers who have been laid off shall be placed on a layoff recall register based <br />upon their seniority with ihe officer having the longest seniority being recalled first. The <br />life of this register si�all be two years. <br />In the case of officers reduced in rank, upon such reduction the of�icer will be rel,urned to <br />the rank and seniority in rank from which previously promoted and placed at the top of the <br />promotion register for the rank from which reduced, for a period of one year. <br />Sus�ensions <br />�nr disciplinary purposes, or pending investigation of the actions or conduct which may resuli <br />in a cause for discharge or reduction, in accordance with the Departments' Rules and <br />regulations, the City Manager, the Chief of Police or Commission shall have the power to <br />suspend, with or without pay, any employee for a period not exccecling sixty {60) days. As soon <br />afE.er the suspension as possible, the Chief of Police shaIl notify the Commission in writing, <br />setting forth the reasons for the suspension. <br />Discharge and Reduction for Cause <br />Procedures and grounds set forth in Chapter 419, Minnesota 5tatutes, dealing with discharge <br />and reduction for cause shall be followed. <br />Retirement <br />Retirement shall be mandatory when an officer, fvr reasons other than service connected injury <br />is unable io perform the essential functians of the position. <br />Off-Duty �,z�playment <br />No officer shall maintain off-duty employment which snterferes in any way with his or her <br />duties on tt�e Department. Prior to beginning of� duty employment, the Officer seeking such <br />employment must � request agproval ' , <br />in accordance with Department policX. <br />Classification of Positions <br />
