MINIITES <br />ROSEVILLE POLICE CIVIL SERVICE COMMiSSION <br />DECEMBER 14� 1994 <br />The meeting was called to order by Jack Weidenbach, Chair Person at <br />5:40 p.m. <br />Members Presentz <br />Others Present: <br />APPROVAL �F MINUTES <br />Bob King, and Jack Weidenbach <br />Chief Zelinsky, Deputy Chief Alleva; Officers <br />Ann O'Neil, Steve Frazer and Michael Palermo. <br />Weidenbach moved, King seconded that the Minutes of November 30, <br />1994 be approved. Ali ayes. <br />NEW BUSINESS <br />1. King talked to State Patrol who referred him toi the <br />Bloomington Police Department and Minnetortka Police Department <br />far possible sergeant's promotion test vendors_ Al�eva`will <br />be calling those two departments to see who they used for <br />their vendars. (Alleva later tound that Minnetonka has used <br />P.D.I. for years and Blaomington does their own sergeant <br />tes�ing to include internal orai interview board). Alleva <br />pr�sen�e� a rand�ut, ��i4fZy describing lacul pramotiar� <br />companies (attached). The Commission decided to have a <br />request for propasal sent to P.D.T., Public Management <br />Consultants, and the Institute for Forensic Psychology, and <br />any vendors that Bloomington and Minnetonka may have used that <br />were different fram the above thre-e companies. Commission <br />requested Alleva ta include a description of the demographics <br />of the City and Police Depart�ent, job descriptions for <br />sergeants and patrol, an organizational chart, diversity <br />information and salary information. The RFP's were to have a <br />deadline of January 12, 1995 for response. <br />It was unknown when exactly Commissioner Olson would return <br />from out of the country. A meeting was tentatively scheduled <br />for Tuesday, January 17, 1995 at 5:04 p.m. <br />There was a question about eliminating P.D.i. from the <br />process, but the Commission decided to first J.00k at the RFP's <br />and discuss with the companies how they wou].d operate. <br />Officer O'Neil mentianed that it:would be good to fi�st ask <br />P.D.I. what safeguards �hey now have installed to elimina�e <br />scoring errars. <br />
