ssueslChallenges Executie Summary
Mergrer
The condition of sanitary sewer, storm sewer and water systems in both cities would need to be evaluated
with respect to current condition and necessary infrastructure investments.
- Reserves in Falcon Heights could be used to address a difference in condition, if deemed necessary.
• Solid waste, recycling, and ieaf pickup programs would need to be jointly addressed.
• A merger would involve implementation and transition costs.
- Administrative time and effort
- Departmert management and staff time
- Legal costs
- Council time
• Differences in assessment policies for road and storm sewer improvement would need to be addressed.
Roseville currently assesses 25% of the cost to the property owner, while Falcon Heights assesses 50%
of the cost.
- If Roseville and Facon Heights agree that the relative condi#ion of their road systems are similar, then
there is no future financial impact to either city. In this case, the assessmen# policy could be unified.
- Alternatively, an evaluation of the relative cordition of each city's road system might
indicate that a one time capital contribution would be necessary to equalize both systems.
20
ROS-04? 7- 3430 - Woricing DraR
