�ssueslChallenges Executi�e Summary <br />Mergrer <br />� The condition of sanitary sewer, storm sewer and water systems in both cities would need to be evaluated <br />with respect to current condition and necessary infrastructure investments. <br />- Reserves in Falcon Heights could be used to address a difference in condition, if deemed necessary. <br />• Solid waste, recycling, and ieaf pickup programs would need to be jointly addressed. <br />• A merger would involve implementation and transition costs. <br />- Administrative time and effort <br />- Departmer�t management and staff time <br />- Legal costs <br />- Council time <br />• Differences in assessment policies for road and storm sewer improvement would need to be addressed. <br />Roseville currently assesses 25% of the cost to the property owner, while Falcon Heights assesses 50% <br />of the cost. <br />- If Roseville and Fa�con Heights agree that the relative condi#ion of their road systems are similar, then <br />there is no future financial impact to either city.
