She found this to be a fair and transparent <br />152 <br />l53 <br />154 <br />155 <br />156 <br />157 <br />158 <br />159 <br />160 <br />process. <br />Commissioner Groff indicated the City Council onlv had the authority to remove and appoint <br />members from the ��Commission. <br />Chair Grefenberg stated this was the case; however, the r��� Commission <br />had the authority to select its � own Chair and Vice-Chair, and a�point committees and <br />committee members. <br />l61 �e Grefenberg � questioned why the current draft By-Laws had both the <br />162 officer or member under challen�e and the challenger �_�^°'�°�r^ ^�'�°a *^'�° recused from <br />163 discussion on the matter in the Operations Committee, referring to the draft lan�ge in the <br />164 Report. Commissioner poneen a�reed that this language should be ��chan�ed so- that the <br />165 officer or member under challen�e and the challenger could take part in the <br />166 �� Committee's discussion but would only be required to be recused from voting on <br />167 the matter. <br />168 <br />169 <br />170 <br />i�l <br />172 <br />173 <br />174 <br />Commissioner poneen moved and Commissioner Singleton seconded a motion to approve the <br />proposed By-Laws with the changes noted above.
