She found this to be a fair and transparent <br />152 <br />l53 <br />154 <br />155 <br />156 <br />157 <br />158 <br />159 <br />160 <br />process. <br />Commissioner Groff indicated the City Council onlv had the authority to remove and appoint <br />members from the ��Commission. <br />Chair Grefenberg stated this was the case; however, the r��� Commission <br />had the authority to select its � own Chair and Vice-Chair, and a�point committees and <br />committee members. <br />l61 �e Grefenberg � questioned why the current draft By-Laws had both the <br />162 officer or member under challen�e and the challenger �_�^°'�°�r^ ^�'�°a *^'�° recused from <br />163 discussion on the matter in the Operations Committee, referring to the draft lan�ge in the <br />164 Report.
