Mr. Partico questioned why a specialized �r�l <br />professional was not brought in to deal with the situation. <br />Barb Partico introduced herself as Frank Partico's wife, and commented she worked in special <br />education for 25 years. She stated her neighbor's home was destroyed due to the amount of tear <br />gas that was sprayed into the home. She would not recommend anyone buy the home because of <br />the events that took place. <br />Mrs. Partico said she understood that the Roseville Police Department was not responsible far <br />this since command had been vested in the re�ional SWAT team, but she expressed deep concern <br />with the number of rounds of tear gas that was sent into the home occupied by the .��� man in <br />question. She c�uestioned � if her neighbor who lived at this home would ever be able to come <br />back into the neighborhood. She stated this was a devastating situation, as the young man never <br />posed a threat to anyone in the neighborhood. <br />Mr. Partico asked if the SWAT team had control of this situation, or if it was the Roseville Police <br />Department. <br />Police Chief Mathwig commented he was both the Chief of Police for Roseville and Chair of the <br />East Metro SWAT. He explained SWAT works in concert with the local agency. <br />Mr. Partico questioned who was giving commands at this event. <br />Police Chief Mathwig stated Roseville was in command of the situation. <br />295 Mrs.. Partico was most disturbed by the fact that the SWAT members seemed jubilant when the <br />296 matter was over. She did not feel the outcome was positive, but rather extremely sad. If the <br />297 matter had been handled differently, her neighbor would still be in his home. The whole issue <br />298 was elevated to such an extreme, or used as a training exercise, when the real matters at hand <br />299 were not considered. Ms. Partico stated her neighbor is 23 <br />years old and Chinese. <br />State Representative and Roseville resident Mindy Greiling stated she urged the neighborhood to <br />seek a review as it sounded like there was some overkill. She reviewed the report from the <br />police department and SWAT. She said she had personally dealt with the police department on <br />several occasions with her own son and matters were handled much differently, addin� �ke <br />sa� her son has no issue with the police. <br />311 Ms. Greiling understood a toy gun was involved in this case which makes it more severe. She <br />312 was pleased the department had received additional training on how to deal with mentally or <br />313 emotionally challenged individuals. She questioned if the department would have ongoing <br />314 training ge�g �e in the future. <br />
