Human Rights Commission Minutes <br />September 19, 2012 — Revised Draft Minutes <br />Page 6 of 13 <br />226 +'�°r a�������°a said a���° *'��* *^^'� r'�^° situation had occurred � last � February <br />227 involving a suicidal individual. <br />228 <br />229 � Grefenber� �e�€c� commented that the SWAT board had subsec�uentlX reviewed the case and <br />230 issued a report. � He added that at the Commission's recent joint meeting with the City <br />231 Council several Council members r°^^��°N�'°�' had spoken favorably of the �E Human <br />232 Rights Commission playing a role in a�°^���� �^�'�*°*�^r facilitating the fair and equal provision <br />233 of emergency services to those �e-� mentally or emotionally challenged. He encouraged � <br />234 ��Commission members to review the information and listen to the �°°� discussion on <br />235 <br />236 <br />237 <br />238 <br />239 <br />240 <br />this case to be provided by the Roseville residents involved in this February incident, in order to <br />assist emergency service providers in future similar cases. <br />Chair Grefenberg requested that Roseville resident Mary Lou Moen begin the discussion, � <br />encouraged that all members participating be open and honest. <br />241 Mary Lou Moen thanked the Commission for providing a forum for discussing <br />242 this issue. She indicated that she appreciated the fact that the Police Department was seelcing <br />243 training in this area. Her reason for bringing this issue to the HRC was because in January she <br />244 received anti-stigma training at Region's Hospital where she worked. The goal of D°�-���'� ���'a'-° this trainin� was <br />246 to treat mentally-ill patients in the same manner as those with any other illness. <br />247 <br />248 Ms. Moen commented in February one of her neighbors attempted suicide and she was <br />249 concerned there was not a suicide prevention person onsite within the first 30 minutes. She <br />250 noted her neighbor was then admitted to Region's HospitaL In speaking with staff inembers, she <br />251 learned that the same anti-stigma training she received would be presented to the Ramsey County <br />252 Sheriff's. This led her to think the training would be valuable to the City of Roseville Police <br />253 Department. <br />254 <br />255 Ms. Moen stated she spoke further with her neighbors and some signed onto the issue while <br />256 others were concerned or did not feel comfortable adding their name to the petition. She <br />257 expressed concern with the image of the police department given her discussions with her <br />258 neighbors. She wanted to improve this relationship and bring light to the human rights issue. <br />259 <br />26o Ms. Moen was pleased that the Department � received the new training and hoped that �e <br />261 a°�^r� it would continue education in this area. She wanted to see the community further <br />262 educated on those with mental or emotional issues. <br />263 <br />264 Frank Partico, a resident living in the nei�hborhood affected by the February incident and police <br />265 response, stated he was at home when the event took place. �r'��� „°�^'�'�^r'�^^a. He said he was <br />266 retired military. It was his opinion the event was handled in a militant manner as there were <br />267 snipers, armored vehicles and tear gas on site to handle one mentally_challenged young man. He <br />268 hoped �e new training would assist the police department to better manage these situations.
