She asked <br />452 why the public was not invited when the SWAT Board and police department reviewed the case. <br />453 Police Chief Mathwig stated this was a public meeting and notice was sent. He commented there <br />454 were safety issues that would not have been discussed publicly. <br />455 <br />456 Chair Grefenberg responded that the SWAT Board meeting notice did not indicate the subject of <br />457 the meetin�, nor was an� eg nda posted for the meeting, <br />458 <br />459 Commissioner poneen �said mentally-ill erp sons sometimes communicate only with <br />460 people they know. She questioned if the recent training allowed far this much flexibility in crisis <br />461 situations. Two recorded conversations were attempted and the officers were very patient through <br />the entire process. <br />Commissioner Thao asked if there was a language barrier in this situation. Police Chief Mathwig <br />stated this was not an issue. The mother was somewhat difficult to understand, but understood <br />the officers clearly. <br />Commissioner Groff encouraged all to move beyond the specifics and provide further feedback. <br />472 Chair Grefenberg agreed and suggested the ��p now discuss the ramifications this event <br />473 has had on the neighborhood. He also suggested the department hold a meeting with the <br />474 neighborhood watch in this area. Police Chief Mathwig was in favor of this recommendation. <br />475 <br />476 Youth Commissioner Dao proposed having a forum on anti-stigma to educate the public further <br />477 on mental illness. <br />478 <br />479 Chair Grefenberg agreed with this recommendation as well. He suggested the Roseville police <br />480 officer at Roseville High School work with special ed families further to address some of the <br />481 concerns brought up this evening. <br />482 <br />483 City Manager Bill Malinen appreciated all those present for providing comments +� <br />484 and for discussing this issue further. He stated that while viewpoints may not closely align, the <br />485 discussion could create greater clarity on the event. He encouraged parents to educate their <br />486 children on how to handle replica guns. He proposed an article on this topic to inform parents on <br />487 the seriousness of this issue. He supported the idea of an anti-stigma forum. <br />488 <br />489 Commissioner Brisbois asked if the department would be covering the damage to the home. City <br />490 Manager Malinen stated a claim could be made by the homeowner. <br />491 <br />
