The creation of anv commission or <br />board not established by this code shall be by resolution of the Council and the resolution shall <br />set forth the nuroose and duties of the commission or board. <br />Purpose <br />Commissions or boards are established to provide a method for citizen input on topics of interest. <br />A commission or board is advisory to the full Council. No commission or board shall have <br />decision - making power. <br />Membership <br />Unless otherwise established by specific language in the code related to a specific commission or <br />board, or by state statute, the terms of this section shall applv. <br />
