In addition to the regular commission members, the <br />Council may appoint additional residents of the city, under the age of 21, to serve one year terms <br />as ex officio members of a commission. <br />All members of the commission shall be residents of the city. <br />Members are appointed by the Council. <br />Terms <br />Members shall serve terms of three years, except that of the first members appointed following <br />the creation of the commission. One third of commissioners shall be appointed for three -vear <br />terms, one third for two -vear terms and one third for a one -vear term. A member's term shall <br />expire on March 31 of the year of expiration of the term, or until a successor is appointed. <br />Members are eligible, to serve two consecutive terms. Upon completion of term(s) on one <br />commission, members are eligible for consideration to another commission. Former <br />commissioners are eligible for appointment to a commission after sitting out one vear. <br />Members may be removed by the Council, without cause. <br />Vacancies during a term may be filled by the Council for the unexpired portion of a term. A <br />vacancy occurs if any of the following occur: resignation, residence outside the city or death. <br />An unexcused absence is defined as a commissioner not notifying staff of their absence prior to <br />the meeting. <br />If a commissioner has an unexcused absence from more than three consecutive commission <br />meetings or is absent from more than half of the meetings in one twelve month period, staff shall <br />notify the City Council, and the commissioner may be removed. <br />Every appointed member, before beginning his or her duties, shall take an oath of office that he <br />or she will faithfully discharge the duties of the commission to which he or she was appointed. <br />Compensation <br />Members of all commissions shall serve without compensation. <br />Members shall complete an annual disclosure of financial statement. Failure to complete the <br />annual form by February 28 may result in removal from a commission or board. <br />Organization <br />
