90 Each commission shall elect a chair and vice -chair from among its appointed members for a term <br />91 of one vear. The commission may create and fill other offices if the Council empowers by <br />92 resolution the commission to do so. <br />93 <br />94 Meetings and reports <br />95 <br />96 Commissions shall adhere to an established meeting schedule. Commissions may cancel <br />97 meetings or call special meetings, as needed. Commissions shall meet at least quarterly. with the <br />98 exception of the Police Civil Service which shall meet annually in February, and as needed. <br />99 <br />100 At least once a vear, the commission shall meet with the council to review the previous vear's <br />101 work and to receive direction for the upcoming year. <br />102 <br />103 All meetings of a quorum of the commission shall be open to the public and conducted in a <br />104 public facilitv. Commissions shall adopt rules for the transaction of business and shall keep a <br />105 record of its resolutions, transactions, and findings, which shall be a public record. Minutes of <br />106 the commission shall be filed and retained by the Citv. <br />107 Rules and Bvlaws <br />108 The commission shall adopt Rosenberg's Rules of Order. <br />109 <br />110 The commission may adopt additional rules or bylaws as it deems necessary for the conduct of <br />111 its work, compatible with the provisions of this chapter and subject to Council approval. <br />112 <br />
